- JOFOC for Mass Spectrometer Contracting Office Address Department of Health and Human Services, National Institutes of Health (NIH), National Library of Medicine Office of Acquisitions, National Institute of Diabetes and Digestive Kidney Diseases (NIDDK) Acquisitions Branch, 6707 Democracy Boulevard, II Democracy Plaza, Suite 700W, Bethesda, Maryland 20817. Description National Institute of Diabetes and Digestive Kidney Diseases (NIDDK) plans to procure, on a sole source basis, with Thermo Electron North America, LLC, 1400 Northpoint Pkwy, Ste. 50, West Palm Beach, FL 33407 for a one year service contract for the following equipment: • Thermo Elite mass spectrometer S/N SN03097B This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR Part 13.106-1(b)(1). The North American Industry Classification System Code is 811219 and the business size standard is $6 Million. Only one award will be made as a result of this solicitation. This will be awarded as a firm-fixed price type contract. The period of performance shall be twelve (12) months from date of award. The Thermo Elite mass spectrometer is a fully modern instrument with only a few years in the field. It is a highly complex instrument which is maintained under vacuum except when it is shut down for cleaning. To the best of our knowledge, only Thermo engineers are permitted to service all sub-systems of the instrument because their engineers have accrued significant knowledge about the way in which systems fail. In addition, our staff has accumulated many years of constructive interaction with the Thermo service engineers (see attachment for more details). This is not a solicitation for competitive quotations. However, if any interested party believes they can meet the above requirement, they may submit a statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NIDDK to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the DK Acquisitions Branch on or before 11:30 AM EST on July 29, 2014. Electronic capability statements (via e-mail) will be accepted. All questions must be in writing and can be faxed to 301-480-4226 or emailed to Lisa Josephowitz, Contract Specialist, at josephol@mail.nih.gov. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award, contractor must be registered and have valid certification in the System for Award Management (SAM). No collect calls will be accepted.
