Description
This is a combined synopsis/solicitation for commercial supplies with incidental service prepared in accordance with the format in FAR Subpart 12.6, and in conjunction with FAR Part 13.5 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation is attached. This solicitation is issued as a Request for Quote (RFQ) and the reference number is N63394-14-T-0110. This solicitation document with incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-72 and DFARS Publication Notice 20140129. The Offeror must quote on an all or none basis. Quotes to be submitted to this office via email Submission of quotes must be in accordance with FAR 52.212-1, Instructions to Offerors, Commercial Items and its Addendum. Please include CAGE Code, DUNS, Tax Identification Number, and Discount Terms. The NAICS Code is 334419 and the size standard is 500 employees. Requirement is for 285 Each Grade A Shock Qualified( MIL-STD-901D is a military specification for high impact shock on shipboard) 19 Inch Flat Panel Displays required by the Logistic Support Center at the Naval Surface Warfare Center (NAVSEA PHD) Port Hueneme, CA. This requirement is 100% Set Aside for Small Business under the NAICS Code 334419. Only quotes submitted by Small Business concerns will be considered for award. Award will be made on Lowest Price Technically Acceptable (LPTA) evaluation. As prescribed in 12.301 (c), the Contracting Officer may insert a provision substantially as follows: Evaluation -- Commercial Items (Jan 1999) (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (i) Technical specifications of the item offered to meet the Government requirement; (ii) Price The Government intends to make award to the lowest priced offer that meets all the technical requirements of the specifications for the surveillance cameras. (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
