Description
Indian Health Services (IHS), Division of Engineering Services - Seattle, will release a solicitation/Invitation for Bids (IFB) in accordance with FAR Part 14 Sealed Bidding procedures on or about August 6, 2014 for subject project. Bids will be due approximately 30 days after solicitation issuance. The project site is located at 3015 Mission Beach Dr., Tulalip, WA 98271 in the Tulalip Bay area of the Tulalip Reservation. This is a Federally Administered acquisition. Solicitation No. 13-102-SOL-00006, Invitation for Bids and all amendments for this acquisition will be posted on FedBizOpps (FBO), (www.fbo.gov) and will be competitive limited to eligible 8(a) concerns, NAICS code of 237110, size standard of $33.5M, (SBA Requirement Number 1013-13-303908). It has been determined that this competition will be limited to 8(a) firms located within the geographical area of Small Business Administration Region 10 (Washington, Oregon, Idaho and Alaska), or other 8(a) construction firms with a bona fide place of business within the geographical competitive area, and the assigned NAICS code. All other 8(a) Business Development Participants are deemed ineligible to submit offers. Hard copies of the Solicitation/IFB will not be available. All responsible sources meeting the 8(a) Set-Aside requirements listed herein that are registered in SAM.gov may submit a bid that will be considered by the agency. This notice meets the requirements or FAR 5.201. The scope of work contained within this project is summarized as follows: The Tulalip Tribes and the Indian Health Service have partnered on a project to construct a new sewage lift station and to bring the non-functioning treatment track of an existing, activated sludge-oxidation ditch wastewater treatment facility back into full operation. This project includes replacement of an existing lift station located adjacent to the treatment facility with a new 1200 gpm vacuum prime packaged lift station and wet-well in addition to the replacement of approximately 20 lf of undersized wastewater forcemain. The existing activated sludge sewage treatment track was originally constructed in the mid-1970's and operates in parallel with a currently well-functioning treatment track. This project will require close coordination with normal and continuous treatment operations at the facility. The facility improvements include electrical and control upgrades, fine-screen installation, headworks modifications, oxidation ditch modifications, clarifier modifications, return/waste activated sludge pumps and vault modifications, general yard piping, valve replacement, storm drain system installation and other related requirements. Some of the improvements are direct replacement of equipment, while some work is new construction. Bid Guarantee (Bond), Performance and Payment Security are required with this solicitation and resulting contract. Project Performance Period: Completion time will be 360 calendar days from the effective date of the Notice to Proceed. Site Visit: The Government strongly recommends offerors attend a pre-bid meeting held on site, time and date yet to be determined.
