- The U.S. Fish and Wildlife Service, Region 3, Division of Biological Resources, Bloomington, MN intends to award a sole source firm fixed price order under authority of FAR 6.302-1, Other than Full and Open Competition procedures, and FAR Part 13 Simplified Acquisition procedures to Sutron Corporation, Sterling, Virginia. This requirement is for a purchase of SatLink V2 dataloggers and GOES transmitter supplied by Sutron Corporation. FWS Region 3 water resources staff have purchased and operated a wide variety of datalogger types and brands. Through the use of these various instruments, they have identified issues associated with certain brands and datalogger types. Specific issues include, numerous R3 water monitoring sites equipped with the Design Analysis 522 dataloggers (with integrated GOES transmitter) have had numerous equipment failures and repairs, with complicated programming and downloading requirements not found in some other systems. Use of Campbell Scientific dataloggers, through a cooperative monitoring project with the USGS, has shown that these dataloggers are reliable and accurate, but require extensive knowledge and expertise in order to interface with the system, acquire data or program; such requirements are impediments to the occasional use of these instruments by numerous, less well-trained field station staff. Currently, numerous R3 water monitoring sites are equipped with the Sutron SatLink V2 dataloggers and GOES transmitter. The Satlink V2 has proven to be extremely reliable (no equipment failures or transmission issues in the last two years), capable of recording data of the highest accuracy (both the Satlink V2 and the Accubar Constant Flow Bubbler are in wide use across the USGS National Water Monitoring Network) and easy to program, calibrate and download, both by trained R3 water resources staff and untrained field station staff. The SatLink 2 datalogger/transmitter has been approved for use by NESDIS. The purchase of the Satlink V2 and associated components meets the reliability, data accuracy and consistency requirements of the R3 Water Monitoring Network. It is critical that the instrumentation of the R3 Water Monitoring Network be as reliable, accurate and consistent as possible. Unreliable equipment results in the loss of valuable data and additional costs associated with RO water resources staff time and travel to troubleshoot, as well as repair or replacement. Instruments that do not meet Service data standards (R3 water monitoring efforts are based primarily on established USGS protocols and high data accuracy requirements) fail to meet monitoring objectives and threaten the defensibility of those data collected. While a water monitoring network comprised of a wide variety of instrument types and brands adds time and expense associated with the inefficiencies of training staff, maintaining numerous software packages on multiple devices and the incompatibility of instruments from one monitoring site to the next. In this regard, it is critical that the instrumentation of the R3 Water Monitoring Network be as reliable, accurate and consistent as possible. The North American Industry classification (NAICS) code is 334513, and the size standard is 500 employees. This notice is not a request for competitive proposals; however, firms with expressed interest and capability are encouraged to respond. A determination by the Government not to compete this requirement based on responses to this notice is solely within the discretion of the Government. /.
