Description
DARPA-SN-14-50 Sole Source Notice for the Southern Research Institute The Defense Advanced Research Projects Agency (DARPA), Contracts Management Office (CMO), on behalf of the DARPA Defense Sciences Office (DARPA/DSO), intends to award a sole source contract to Southern Research Institute, Birmingham, AL, under the authority of 10 U.S.C. § 2304(c)(1) and FAR 6.302-1, "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements." This is a sole source synopsis for the acquisition of hypersonic test preparation, coordination, and assessment capabilities. The objective of this effort is to support hypersonic ground testing of flight configured boost-glide hot structure aeroshell sub-element and sub-component hardware in combined environments with relevant fixturing and thermal-chemical-mechanical data capture capabilities and provide validation assessments of the materials, structures, and models. This effort requires an ability to obtain maximum understanding of aeroshell materials and structure character, using a unique combination of the following: specimen processing conditions, specimen testing conditions, material properties at operational temperature, specimen design and operating conditions, fixturing of flight configured hardware to extract effectiveness of vehicle integration artifacts such as joints and seals, thermo-structural response at operational loadings and operational configuration (including tensile, compression, flexure strengths, in-plane shear strength with 45° tension, and in-plane shear strength with 45° compression configurations for materials at temperatures greater than 5000°F), ablation/shape change, roughness/boundary layer transition effects, material flight instrumentation (temperature and pressure), B Prime (temperature and pressure), and reliability. The source must have the ability to handle proprietary information, independent from government and private industry. The source must have personnel with a minimum SECRET clearance and access to facilities that can store, process and hold discussions at SECRET or higher classification levels. The performance period will be for one thirty-six-month base period and one thirty-month option. This announcement constitutes the only synopsis for this requirement and is issued for notification purposes only. It is not a request for competitive proposals and no solicitation is currently available. Interested parties may identify their interest and capability to meet the requirements of this effort by submitting a white paper and past performance data no later than 4:00 p.m. (ET), August 11, 2014 to the Defense Advanced Research Projects Agency, Attn: Mr. Michael Mutty, Contracts Management Office (CMO), michael.mutty@darpa.mil. Questions shall be submitted to the above email address michael.mutty@darpa.mil. Companies interested in subcontracting opportunities should contact Southern Research Institute directly. The Government will consider all information received before 4:00 p.m. (ET), August 11, 2014. Information received will be considered by the Government solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed effort on a full and open basis is solely within the discretion of the Government.
