Description
This is a pre-solicitation synopsis. The Bureau of Land Management (BLM) National Operations Center (NOC) Division of Information Resource Management (DIRM) intends to issue a small business set-aside, fixed price Multiple Award Indefinite Delivery/Indefinite Quantity (IDIQ) contract for the provision of Information Technology (IT) Application services. The resulting awards to approximately three (3) awardees will be multi-year contracts for a period of five (5) years. Subsequent Task Orders will be placed affording fair opportunity amongst the awardees on either a firm fixed price or labor-hour basis. Base period(s) of performance will be identified with the possibility of optional periods of performance as may be applicable. The solicitation specifically seeks the following: BUSINESS OBJECTIVES From a Business standpoint, the primary objective is to establish business partnership relationships to meet a broad range of current and anticipated needs for information technology services for all of BLM. Specifically, the new contracting relationships are envisioned to fulfill the following goals while working cooperatively with other Contractors performing work for the BLM: 1. Identify and secure long term relationships with capable providers for key business and technology services. 2. Streamline procurement processes to support dynamic business and technology needs. 3. Provide access to technology solutions and alternative approaches for achieving business objectives per http://www.blm.gov/wo/st/en/info/About_BLM.htmlw. 4. Continuously strive to improve practices and procedures understanding the ever-evolving IT Environment. 5. Provide cost effective solutions through competition amongst the Business Partners. Further goals include: 1. Achieving greater returns on IT investments. 2. Achieving consistent IT service delivery. 3. Improve asset utilization. 4. Provide an enterprise view of IT. 5. Strengthen and standardize IT management within the Agency. 6. Increase security posture. PERFORMANCE OBJECTIVES The DIRM develops, operates and maintains approximately 40 software applications which are national in scope and assist bureau programs in the management of over 260 million acres of land in the United States. The primary functional areas anticipated include: 1. Application life-cycle Management - Design, Development, Testing & O&M 2. Help Desk Operations 3. Capital Planning Support 4. System Security Support 5. System Engineering Support 6. Geospatial Technology Place of Performance: BLM DIRM may stipulate that only Key Personnel identified within each Task Order will be allowed to work on-site at the Denver Federal Center (DFC) in Lakewood, CO. For staff not working at the BLM DIRM site, the Contractors will need to provide innovative solutions for virtual coordination. As applicable, meetings may require travel to the DFC. Respondent Responsibilities: All Respondents MUST be registered in SAM (https://www.sam.gov/portal/public/SAM/) in order to be eligible for award. All responsible sources may submit offer. Solicitation: The solicitation will be issued on or about 25 August 2014 and will be posted on Fedconnect: https://www.fedconnect.net/FedConnect/Default. A pre-proposal conference may take place approximately ten (10) days after issuance of the solicitation.
