- The North Atlantic Regional Contracting Office, Womack Army Medical Center, Fort Bragg, NC 28310 intends to solicit, negotiate, and award a firm fixed price contract under NAICS 541712 SIC 8732. The proposed Solicitation number is W91YTZ-14-R-0081. Womack Army Medical Center and Fort Belvoir Community Hospital have a research requirement to study and evaluate the utility of a patient sleep health portal to improve the quality of sleep health care in the Patient Centered Medical Home (PCMH). The period of performance is one year. Tasks A.Research coordinator: One Research coordinator with research experience to act as site coordinator for each location (Womack Army Medical Center and Fort Belvoir Community Hospital). Each research coordinator will work approximately 1,000 hours during the course of the trial. The research coordinator will be involved in recruiting subjects, filling out consent forms, answering all questions from the subjects and clinic staff, and facilitating follow-up. The research coordinator will contact each subject telephonically throughout the research study to ensure that they are adhering to the protocol. The research coordinator will be a liaison for technical issues related to the WellTAP website and will speak with technical support to troubleshoot any problems for the subjects. The research coordinator for each site is overall responsible for the equipment and hardware assigned to each clinic for the duration of the study. The research coordinator will be responsible for replacing lost or stolen hardware during the trial.- If the research coordinator does not perform at an acceptable level, the contractor will be responsible for finding a replacement in a reasonable amount of time so as not to disrupt the research. B.WellTAP software: The WellTAP patient portal is a state of the art, end to end website portal designed to reduce healthcare costs while improving outcomes. Distinct WellTAP modules gather, format, and store patient information; provide tailored, multimedia and disease-specific patient education including digital coaching; facilitate HIPAA-secure patient-provider communication including sharing of test results and secure electronic messaging with provider, patient, and medical equipment provider; and track and improve patient-reported outcomes. All protected health information (PHI) is secured in a query-able database on a HIPAA-compliant cloud. In accordance with the contract, Vendor grants to Fort Belvoir Community Hospital a non-exclusive, non-transferrable, limited license to access and use the internet-based patient support system for sleep disorders 1) in the manner described in this PWS; 2) in no other manner; and 3) for the 1-year term of the contract. The software developer is responsible for creating customized intake reports per request of the research team. Costs for licensing any proprietary questionnaires will be borne by the software developer. Subjects are provided access to online multimedia education based on their treatment condition. Providers will have access to the full range of multi-media presentations to aid with treatment. The software developer will create a de-identified database for the research team once data collection is complete. Patients are provided unlimited access to automated online sleep diary, with results automatically scored. All patient data and results are stored in query able, HIPAA-secure database. All patient data is protected in accordance with HIPAA standards. Approved providers have access to real-time data for individual patients or groups of patients. Subjects can complete intakes, access select educational content, and messaging functions via mobile technology interface. Ongoing, unlimited support for software use is provided. Expert consultation regarding training for patients, providers and clinic staff will be provided. Consultant will be available on unlimited basis via phone and by email and up to three (3) in-person visits each to both Womack Army Medical Center and Fort Belvoir Community Hospital campuses for training purposes.
