- Custodial Services for Geilenkirchen Air Base, Germany, Medical and Dental Clinic under a Firm-Fixe-Price contract. The Performance Period for this service is one Basic Period and four Option Periods. The Solicitation is only intended for local sources in accordance with Federal Acquisition Regulation 5.202 (a)(12). Local Sources are those sources normally resident, licensed and registered to conduct contraction business in Germany. Offers from non-local sources will not be considered under this solicitation. A Mandatory Pre-Proposal Conference and Site Visit will be announced and conducted once the solicitation is posted. This Pre-Proposal Conference and Site Visit is MANDATORY for every contractor who would like to submit a proposal. ONLY contractors who attended this event will be allowed to submit a proposal. Proposals from contractors who did not attend this event, will be determined non-responsive. A complete PWS will be posted with the solicitation. This is the first part of the Performance Work Statement (PWS): CUSTODIAL SERVICES IN US GOVERNMENT MEDICAL AND DENTAL BUILDINGS PART 1 General Information 1. GENERAL: This is a non-personal services contract to provide custodial services in the US medical buildings as described in this Performance Work Statement at the 470th Air Base Squadron U.S. Clinic, Unit 8030, APO, AE 09104, Medical Treatment Facility (MTF). The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government. 1.1 Description of Services/Introduction: The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform the custodial services in the US medical buildings as defined in this Performance Work Statement except for those items specified as government furnished property and services. The contractor shall perform to the standards in this contract. 1.2 Background: The contractor shall provide custodial service for the US and dental clinic. The contractor shall provide custodial services. Performance shall be according to the requirements contained in this Performance Work Statement (PWS), professional standards of the Accreditation Association of Ambulatory Health Care (AAAHC) 1.3 Objectives: 1.3.1. Cleaning: The custodial service includes the cleaning and care of the following items: flooring, walls, ceilings, air vents (ducts), stairs, furniture, shelves, window sills, radiators, doors and door frames, sinks, mirrors, trash cans, light fixtures, all interior/exterior glass surfaces to include framed pictures, in buildings 208 (Medical Clinic) and 198 (Dental Clinic). Refer also to Floor Plans (Technical Exhibit 4). 1.3.2. The quality of cleaning services shall be consistent with the best commercial practices. All cleaning functions shall be as required to maintain a clean and sanitary facility. 1.3.3. Floor cleaning shall include the movement of easily moveable items (items weighing 22 kilograms or less) for cleaning underneath. Tile floor surfaces shall be mopped, and carpeted floors shall be vacuumed so they are free of visible litter, dust, and foreign debris. 1.3.4. Low Dusting and Spot Cleaning: Stair railings, furniture (tables, shelves, chairs, cabinets, desks, countertops), windowsills, window blinds, radiators, base boards, doors (to include frames and handles), shall be wet cleaned. Cabinets, glass surfaces, walls, and light switches shall be free of all smudges, stains, and other discolorations. All other furniture and decoration shall be free of dust. 1.3.5. Trash: All trash, waste, inside the building, shall be emptied daily, and if necessary, wet cleaned and supplied with a new plastic bag. 1.3.6. Restrooms, Shower Rooms, Individual Room Sinks, Drinking Fountains, and Medical Treatment Rooms: The flooring in restrooms shall be wet mopped and disinfected. Toilets and urinals shall be cleaned with an appropriate cleaning solvent. Toilet seats (upper and lower surface), door handles, toilet brushes with holders, associated hardware, wall tiles and partitions shall be completely cleaned, disinfected and wiped dry. Sinks, sink basins, floor drains, drinking fountains, mirrors, trays and hardware as well as adjacent wall tiles shall be completely wet cleaned and wiped dry. Soap dispensers, and towel holders, shall be damp cleaned. Liquid soap and, yellow plastic bags, shall be furnished by the clinic and re-stocked by the contractor. Paper towels, toilet paper (soft), plastic bags, white or clear, 60 liter, plastic bags, blue, 120 liter, and hygiene bags shall be furnished and re-stocked by the contractor. Medical treatment rooms may require spot cleaning throughout the duty day. Isolated rooms shall be made totally aseptic clean after each patient. 1.3.7. High Dusting: The contractor shall perform high dusting monthly, to remove dust and litter from all surfaces higher than two meters above the floor surfaces, to include light fixtures and ventilators. Light fixtures shall also be damp cleaned. 1.3.8. Floor Maintenance: Floor maintenance of linoleum floors shall include stripping, waxing, spray buffing, and dry buffing. Linoleum floors shall be scrubbed with floor machines. The contractor shall then apply a non-slick/waterproof/self-shine wax to the entire linoleum surface. The entire floor shall be free of all scuffmarks and other stains and have a thin layer of non-slick wax solution. Hallways with linoleum and rooms shall be stripped and re-waxed twice a year. 1.3.9. Carpet Shampooing: Carpeted flooring shall be shampooed (steam cleaning and/or chemical) twice a year. Spot cleaning to remove stains shall be accomplished as needed. 1.3.10. Interior/Exterior Window Cleaning: Interior window glass surfaces, window frames, casings, sills, shall be kept free of all smudges, stains, and other discolorations on a daily basis. Exterior windows will be cleaned twice a year. 1.3.11. Pre-Move-In Cleaning: Pre-move in cleaning may be required after an area previously closed for renovation or during an inter-clinic move of offices. 1.3.12. Window Blinds: Window blinds shall be dusted monthly on the high dusting schedule. 1.4. Scope: Services include custodial services in the US main clinic and dental clinics. The contractor shall accomplish services in accordance with the objectives and service delivery summary and technical exhibit one. 1.5. Period of Performance: The period of performance shall be for one (1) Base Year of 12 months and four (4) 12-month option years. The Period of Performance reads as follows: Base Year 01 October 2014 - 31July 2015 Option Year I 01 August 2015 - 31 July 2016 Option Year II 01 August 2016 - 31 July 2017 Option Year III 01 August 2017 - 31 July 2018 Option Year IV 01 August 2018 - 31 July 2019
