Description
Justification for an Exception to Fair Opportunity The purpose of thie action is to increase the total estimated amount of Task Order No. AID-176-TO-10-00003 from $20,687,272 by $429,400 to $21,116,672 and extend the period of performance by five months from September 29, 2014 to February 27, 2015. The authority under FAR16.505 (b)(2)(iii) provides an exception to fair opportunity if the order is a logical follow-on to an order already issued under the contract, provided that all awardees were given a fair opportunity to be considered for the original order. The original order was not previously issued under sole-source or limited-sources procedures. As this order falls under the $650,000 threshold, the authority requires the approval of the Contracting Officer. The additional activities will enable USAID/CAR to meet critical Feed the Future Tajikistan strategy objectives by deploying $429,400 in additional resources to support implementation of water sector reform in Tajikistan; and to provide support to Water User Associations (WUAs) and Federations to permit completion of rehabilitation of irrigation infrastructure. Continuing and extending these activities support the USG Feed the Future initiative in Tajikistan to reduce poverty and improve nutrition. Access to irrigation water is a foundational input to increase food production. During the proposed five-month extension, DAI will deliver against a number of new activities and intensify current activities that further advance WUA development and irrigation policy reform, as well as continue implementation related to irrigation system rehabilitation grants.
