- The Fort Campbell, KY, Mission, Installation Contracting Command (MICC), on behalf of the Fort Campbell Logistics Readiness Center (LRC) Installation Supply Division, intends to issue a solicitation for Full Food Services (FFS) to support the Non-Commissioned Officer Academy (NCOA) with potential to provide FFS at additional Fort Campbell dining facilities as the need arises at any time during contract performance. The Government anticipates the award of a Firm Fixed Price (FFP), Indefinite Delivery, Indefinite Quantity (IDIQ) Contract. The requirement shall be posted under the North American Industry Classification System (NAICS) Code of 722310- Food Service Contractors. The Small Business Size Standard for NAICS Code 722310 is $35.5 Million. The Product Service Code (PSC) for the requirement is M1FD. The requirement for Full Food Service shall be competed as a 100% Historically Underutilized Business Zones (HUBZone) set-aside among eligible Small Business Contractors with provisions for offers received from State Licensing Agencies (SLAs) under the Randolph-Sheppard Act (RSA). Randolph-Sheppard Act Applies to this Full Food Service Requirement - All offerors are hereby notified that this solicitation is subject to the Randolph-Sheppard Act and the priority it affords to blind vendors for operation of military dining facilities. - The blind have a priority right to operate dining facilities on federal property. This applies to the solicitation of Full Food Services (FFS) as defined in Army Regulation 30-22. - The Army applies this priority in accordance with Army Regulation 210-25 (which is incorporated into this solicitation and resulting contract). A proposal from a qualified offeror (State Licensing Agency on behalf of a blind vendor), whose evaluated proposal is included in the agency's competitive range determination may be awarded the FFS contract without further consideration of other highly rated proposals. - This notice is not designed to discourage competition; rather, it sets out the priority established by the RSA for proposals received from State Licensing Agencies and their blind vendors. The Government anticipates posting Solicitation Number W91248-14-R-0009 to the Federal Business Opportunities ( quote mark FedBizOpps quote mark ) website (https://www.fbo.gov/) on or about 15 August 2014 at 10:00AM EST. The date and time for receipt of proposals is expected to be 15 September 2014 at 3:00PM EST. The solicitation may be downloaded from the FedBizOpps website listed above. No paper copy/hard copy of the solicitation will be distributed. Prospective Offerors MUST be actively registered in the System for Award Management (SAM) to be eligible for award. The SAM website can be found at: www.sam.gov. In order to be eligible to participate in the procurement, a prospective Offeror MUST be certified as a HUBZone Small Business by the United States Small Business Administration (SBA) at the time of proposal submission. The Government anticipates that the period of performance for the contract will consist of a Base Period and four (4) twelve (12) month Option Years. Offerors shall be prepared to potentially start performance on or before 30 September 2014, should such start date be required. The place of performance shall be the NCOA Dining Facility, Fort Campbell, KY 42223. The specific address will be provided with Solicitation Number W91248-14-R-0009. The Government will use competitive acquisition procedures utilizing best practices for conducting a competitive procurement as authorized by the Federal Acquisition Regulations (FAR). Offers will be evaluated and the contract will be awarded based on the proposal representing the Lowest Price Technically Acceptable (LPTA) offer. Only those proposals determined to be Technically Acceptable will be eligible for award. For a proposal to be determined quote mark Technically Acceptable quote mark and receive consideration for award based upon lowest price submitted, the proposal must receive a rating of quote mark Acceptable quote mark for each technical acceptability standard and past performance factor. The evaluation Factors and their relative importance will be stated in the solicitation. Issuance of the solicitation does not constitute an award commitment on the part of the Government, nor does it commit the Government to pay for costs incurred in the preparation and submission of proposals.
