- STP60-101 SQS with Appendix A (NSN List) STP60-102 NOTE: This is NOT a request for solicitation but a Source Pre-Award Qualification (SPAQ) announcement pursuant to FAR 9.2. The Government will not reimburse any contractor for their submission of a pre-award qualification package and the submission does not guarantee either approval as a source or an opportunity for any future contract. DLA Aviation is seeking to pre-award qualify business sources with the expertise, capabilities and experience to provide structural honeycomb panels used to support the C-5 aircraft programmed depot maintenance (PDM) line at Warner Robins, GA as well as requirements from worldwide military customers. Engineering Source Approval (ESA) is required to assure the integrity of the C-5 Aircraft. The contractor must demonstrate that they, or their subcontractors, have gained this approval in order to be considered for award. The information provided in this notice is designed to advise contractors of the documentation, requirements and procedures to obtain pre-award qualification approval for the C-5 Honeycomb Panels listed at Appendix A to the Source Qualification Statement (SQS). If you are not the actual manufacturer, please identify the actual manufacturer, the vendor with plant equipment and personnel to manufacture on the premises the item for which you request approval IAW FAR 22.606. This shall include the name, address, POC and CAGE code of the actual manufacturer. See the SQS included with this announcement for specific information on the required submission. The additional information identified in the SQS is included in this announcement. Prospective contractors shall report in accordance with MIL-HDBK-831 or follow the guidance given in the Aviation Source Approval and Management Handbook. A copy of the handbook is available at http://www.aviation.dla.mil/userweb/sarguide.doc (a recommended format for a request is listed as Exhibit A in the above noted handbook). Any prospective contractor shall notify the Contracting Officer (PCO) Mark Hollifield at mark.hollifield@us.af.mil of their intention to participate in the C-5 Aircraft Honeycomb Panel pre-award qualification process not later than 4:00 pm EST, 7 August 2014. Contractor notification shall include company name and address, point of contact, CAGE Code and company size (small, large, 8(a), etc.), phone number, E-mail address and web page URL. This same information shall be included for any joint venture or teaming partner. This information shall also be included in your actual pre-award qualification submission. The pre-award qualification package containing all the information required per the attached SQS shall be submitted Not Later Than 4:00 pm EST, 11 September 2014 to Mark Hollifield at mark.hollifield@us.af.mil. Failure to submit a complete and timely pre-award qualification package could result in the contractor not being considered for award on any solicitation issued as a result of this SPAQ process. Once your pre-award qualification package has been received by the PCO, it will be reviewed and forwarded to the Air Force ESA. The ESA will make a determination as to the need for an actual panel exhibit within 15 calendar days of the specified SPAQ receipt date. Contractors not notified by the PCO to produce a panel exhibit, should expect a response concerning your pre-award package within 120 calendar days. If responses are not received within the anticipated time frame, DLA will provide a good faith estimate of revised response time. Contractors who are required to submit a panel exhibit shall have 150 calendar days from PCO notification to manufacture and present the panel. The PCO will identify the NSN and make the Technical Data Package available to any contractor who is required to submit a panel for review. The contactor shall notify Mark Hollifield at mark.hollifield@us.af.mil 10 calendar days prior to shipping the panel exhibit. The actual panel exhibit, if required IAW PCO notification, shall be submitted to FD2060 Special Handling Unit FAT Unit, 455 Byron Street, Robins AFB, GA 31098-1887, Mark For: C-5 Pre-award Qualification Exhibit - DO NOT POST. NOTE: In order to be considered for award on any solicitation resulting from this C-5 honeycomb panel SPAQ, a contractor shall have successfully completed the source pre-award qualification via this SPAQ process outlined here in SPRWA1-14-C5PanelSPAQ. A Set-Aside determination will be made prior to release of any RFP that may result from the responses to this announcement. The contracting officer intends to issue a long-term, indefinite delivery/indefinite quantity contract(s) as a result of this SPAQ and its resulting solicitation.
