- Attachment B Attachment A Solicitation TFSACFP14CI0006 ESRI Streetmap Premium for ArcGIS. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; THIS COMBINED SYNOPSIS/SOLICITATION IS BEING ADVERTISED AS 100% SMALL BUSINESS SET ASIDE PER FAR 13.003(b)(1). The Fiscal Service is soliciting for ESRI Streetmap Premium for ArcGIS for the Consumer Financial Protection Bureau (CFPB). The NAICS Code is 541519, Other Computer Related Services. The size standard is 150 employees. The Federal Supply Code is 7030, ADP Software. Competition for this procurement is limited to small business. The CFPB Data Team utilizes ESRI's ArcGIS software platform, and its software subcomponents, to create cartographic display information to produce geocoded maps for several divisions within CFPB. The Rules, Markets and Regulations (RMR) division of CFPB has a need for geocoded maps of rural areas to determine how some of its rules and Fair Lending cases are affecting certain demographics. ESRI Streetmap is an enriched dataset that complements ESRI's ArcGIS software to provide cartographic display information to be used for geocoding and routing. ESRI Streetmap allows the CFPB Data Team to create the geocoded maps to meet the requirement for RMR. The CFPB Data team utilizes ArcGIS to create maps of rural areas, which are used to show how the demographics of a particular group are spread across an area affected by CFPB rules and Fair Lending cases. ESRI Streetmap is the only data software that is interoperable with ArcGIS, enabling the CFPB Data Team to not only generate maps, but store the geographic data used to create these maps to be re-used and updated as needed. All interested parties must be registered in the System for Award Management (SAM) Database in order to receive a contract award. The SAM database may be accessed through https://www.acquisition.gov.
