- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-74. The associated North American Industrial Classification System (NAICS) code for this procurement is 332312 with a small business size standard of 500 employees. This requirement is a Small Business set-aside and only qualified offerors may submit bids. All bids will be due on August 8, 2014; 1400 Eastern Time. FOB Destination shall be 75 Mustang Alley, Middletown PA 17057. 0001: Vendor to design and install a fall restraint system in building 75. Vendor will certify that bldg. 75 is physically capable of supporting a fall restraint system. Project will be done in accordance with attached Statement of Work provided by 193d Aircraft Maintenance Squadron. QTY: 1 ea. *A Site Visit has been scheduled for July 2nd at 1000am EST. If interested in attending, please e-mail natonya.hill@ang.af.mil and erik.smith.6@ang.af.mil for installation access instructions.* * Structural drawings are available on CD upon request. Please e-mail natonya.hill@ang.af.mil with your mailing address. E-mails for structural drawings need to be received on or before 18 July 2014. If a secondary site visit is needed, this will be held on 24 July 2014 at 1000EST. Please submit an e-mail to natonya.hill@ang.af.mil for base access instructions. 52.237-1 - Site Visit (Apr 1984) Offerors or quoters are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a claim after contract award. Instructions of Offerors. Alternate Proposal. The government at its option will accept and evaluate alternate proposals; however offerors must also price the project as specified. Alternate proposals should include enough detail for the government to understand the alternate as well as its benefits. Costs and or credits shall be listed separately. Offerors who do not provide alternate proposals may not be notified in the event the government elects to accept an alternate proposal from another offeror. ***Question Submission: Interested offerors must submit any questions concerning the solicitation at the earliest time possible but no later than July 30, 2014. Questions must be submitted via e-mail to natonya.hill@ang.af.mil AND erik.smith.6@ang.af.mil. New Equipment ONLY; NO remanufactured or quote mark gray market quote mark items. All items must be covered by the manufacturer's warranty. Bid MUST be good for 30 calendar days after close of Buy. Shipping must be free on board (FOB) destination CONUS (Continental U.S.), which means that the seller must deliver the goods on its conveyance at the destination specified by the buyer, and the seller is responsible for the cost of shipping and risk of loss prior to actual delivery at the specified destination. The selected Offeror must comply with the following commercial item terms and conditions, which are incorporated herein by reference: FAR 52.212-1, Instructions to Offerors - Commercial Items, applies to this acquisition; FAR 52.212-3, Offeror Representations and Certifications - Commercial Items - the selected offeror must submit a completed copy of the listed representations and certifications; FAR 52.212-4, Contract Terms and Conditions - Commercial Items; FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items, paragraph (a) and the following clauses in paragraph (b): 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-13, 52.232-34. 52.237-2 Protection of Government Buildings, Equipment, and Vegetation (Apr 1984) The full text of the referenced FAR clauses may be accessed electronically at http://farsite.hill.af.mil/.
