Agency/Office: National Institutes of Health Location: National, Heart, Lung, and Blood Institute, Rockledge Dr. Bethesda Maryland Title: Carl Zeiss Axio Scan Description(s): THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Institutes of Health (NIH), National Heart, Lung, and Blood Institute (NHLBI) Office of Acquisitions (OA), on behalf of the National Institute of Dental and Craniofacial Research (NIDCR), intends to negotiate and award a purchase order on a noncompetitive, sole source basis to Carl Zeiss Microscopy, One Zeiss Drive, Thornwood, NY, 10594, to procure one (1) Axio Scan Promotional Package for the NIDCR. The National Institutes of Health (NIH) is the nation's leading medical research agency and the primary Federal agency conducting and supporting medical discoveries that improve people's health and save lives. The National Institute of Dental and Craniofacial Research Division of Intramural Research (DIR) is involved in high throughput, multicolor immunofluorescence and immunohistochemistry of hundreds of samples of head and neck squamous cell carcinomas as well as of other neoplastic diseases, such as breast and gastric carcinomas. The lab is currently in need of a multichannel brightfield fluorescent scanner for the scanning of isolated cultured cells constituting 70% of the cell based work conducted by the DIR. Processing/Analysis HWL • Shipping Pricing • 1 Year Extended Warranty Sole Source Justification: The sole source justification is based on that Carl Zeiss is the manufacturer of the Axio Scan.Z1. The Axio Scan.Z1 is more sensitive than its competitors, allowing it to see more cells at once, which is crucial due to the high volume of cell based work conducted at the NIDCR DIR. Also, the Axio Scan.Z1 has a unique geometric and color calibration process that guarantees constant output over time and across multiple devices, all optics inside the Axio Scan.Z1 are compatible with other Zeiss hardware and software providing consistent imaging between the machines. The backward compatibility means that the software is the same for this microscope as for the other microscopes that the Lab has been using for years, so special training is not needed and that one of the most expensive part of the machine, the objectives, are interchangeable with those microscopes. The file type is also the same, so special software is not needed to edit the current ones. The consequences not having this type of compatibility would be higher operating cost in training for specific machine software and file editing, as well as higher down times waiting for specific parts if anything goes wrong. The date of delivery will be eleven (11) weeks after receipt of the order. The delivery point is: National Institutes of Health, NIDCR 30 Convent Drive Bethesda, MD 20892 The North American Industry Classification system (NAICS) Code is 333314, size standard 500 Employees, Analytical Laboratory Instrument Manufacturing. The acquisition is being conducted under FAR part 12, Acquisition of Commercial Items, therefore the requirements of FAR part 6, Competitive Requirements, are not applicable and the resultant purchase order will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 2005-74 (July 2014). Interested parties may identify their interest and capabilities in response to this notice of intent by August 8, 2014 at 9:00am Eastern Standard Time. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered only for the purpose of determining whether to conduct future competitive procurements.
