- Description
- The Naval Sea Systems Command (NAVSEA) intends to issue a solicitation to Kongsberg Defence & Aerospace AS of Kongsberg, Norway, Kirkegaardsveien 45, P.O. Box 1003, Kongsberg, Norway NO-3601 for procurement, on a sole source basis, of two (2) Naval Strike Missiles (NSM), and technical support for the demonstration of the NSM off the flight desk of an LCS class ship. This acquisition consists of a base requirement for one (1) NSM and associated support for the demonstration of firing of the NSM during the final quarter of Fiscal Year 2014. This acquisition will include an option for one (1) NSM, in the event that additional NSM demonstration firing is required. The NSM Demonstration has been authorized by the Office of the Secretary of Defense (OSD) as a Foreign Comparative Testing (FCT) Program. DFAR 206.302-1(b) specifically allows use of 10 U.S.C. 2304(c)(1) authority for acquisition of test articles and associated support services from a designated foreign source under the DoD Foreign Comparative Testing Program. Additionally, Kongsberg is the only qualified producer of NSM and is the only source known to possess the requisite knowledge and expertise to meet DoD requirements. This synopsis is issued for informational purposes only and is being posted to the Federal Business Opportunities (FBO) page located at http://www.fbo.gov. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302 and DFARS 206.302-1(b). Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
