- Agency/Office: National Institutes of Health Location: National, Heart, Lung, and Blood Institute, Rockledge Dr. Bethesda Maryland Title: Inverted Confocal Microscope with Multiphoton Capabilities Description(s): THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Institutes of Health (NIH), National Heart, Lung, and Blood Institute (NHLBI) Office of Acquisitions (OA), on behalf of the National Institute of Dental and Craniofacial Research (NIDCR), intends to negotiate and award a purchase order on a non-competitive, sole source basis to Nikon Instruments, 1300 Walt Whitman Road, Melville, NY, 11747, to procure a A1R+ Multiphoton for the NIDCR. The National Institute of Health (NIH) is the nation's leading medical research agency and the primary Federal agency conducting, supporting and making medical discoveries that improve people's health and save lives. The Laboratory of Cell and Developmental Biology, at the NIDCR, performs research to characterize numerous processes in cell biology using fluorescent proteins to understand normal and defective embryonic development, organ formation, as well as cell migration. Multiple sections in the Laboratory of Cell and Developmental Biology currently perform research characterizing dynamic processes involving salivary gland development, Drosophila development and protein secretion, single cell migration, tumor invasion, and bone and cartilage formation. All of these studies require imaging live samples as organ cultures or within native extracellular matrices in multiple planes in three dimensions on an inverted microscope. The Laboratory's imaging capabilities have reached their limit, and NIDCR researchers now require at least two-fold higher detector sensitivity and more than five-fold increased speed of imaging in three dimensions in order to avoid sample phototoxicity when performing long-term experiments and imaging entire organs, neither of which is possible with the labs existing confocal microscopes. Sole Source Justification: Nikon is the manufacturer of the A1R+ MulitiPhoton-ready confocal microscope. This is the only confocal microscope system that can fulfill the research instrument needs of the researchers in the Laboratory of Cell and Developmental Biology. The microscope fits all of the unique requirements the laboratory needs in order to conduct their experiments. The microscope is multiphoton ready, inverted, and equipped with 4 diode-based lasers, with wavelengths of 405, 488, 561, and 640nm. The microscope also includes dichroics that require no realignment over time, upgradeable to automated TIRF (total internal reflection microscopy), two sets of XY scanning mirrors, and simultaneous photo-activation with 2 high sensitivity GaAsP detectors. The Nikon A1R+ Multiphoton is the only known inverted confocal microscope that meets the requirements of the Laboratory of Cell and Developmental Biology at the NIDCR to prevent sample phototoxicity when performing long-term experiments and imaging entire organs. The date of delivery will be three months after receipt of the order. The delivery point is: National Institutes of Health, NIDCR 9000 Rockville Pike Bethesda, MD 20892 The North American Industry Classification system (NAICS) Code is 333314, size standard 500 Employees, Analytical Laboratory Instrument Manufacturing. The acquisition is being conducted under FAR part 12, Acquisition of Commercial Items, therefore the requirements of FAR part 6, Competitive Requirements, are not applicable and the resultant purchase order will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 2005-74 (July 2014). Interested parties may identify their interest and capabilities in response to this notice of intent by August 8, 2014 at 9:00am Eastern Standard Time. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government.
