- AIrcraft Obs Subcontracting Plan - Attachment III Pricing Template - Attachment II Statement of Work - Aircraft Observations NWS - Attachment I Request For Proposals - Instructions to Offerors Synopsis: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 5.2, as supplemented with additional information included in this notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; PROPOSALS ARE BEING REQUESTED. This synopsis/solicitation is in reference to Pre-Solicitation notice EA-133W-14-RP-0093 – Water Vapor Sensing Systems. National Oceanic and Atmospheric Administration (NOAA) Eastern Acquisition Division (EAD), Norfolk, VA is soliciting quotes on behalf of the National Weather Service Office of Science and Technology to acquire atmospheric observations from commercial aircraft leading to the improved understanding of the structure of the atmospheric water vapor, temperature, wind, and pressure, as these data are critical to the prediction of thunderstorms, flash floods, hail, tornados, clouds, icing, and climate This is an unrestricted acquisition. The North American Industry Classification System (NAICS) code for this acquisition is 518210 with a size standard of $30,000,000.00. NOAA anticipates one (1) contract award as a result of this solicitation. The solicitation and proposed fixed price contract will be issued utilizing FAR Part 15. Items and will be evaluated on a Low Price Technically Acceptable basis wherein technical is equal to price. All responsible sources may submit a quote that shall be considered by the agency. To be eligible for award, vendors must be registered with System for Award Management (SAM): https://www.sam.gov/portal/public/SAM/##11 and obtain and DUNS number by calling 1-800-333-0505. Prospective contractors are also required to complete electronic annual representations and certifications at http://orca.bpn.gov in conjunction with the required SAM registration. A copy of the solicitation is attached to this announcement as a downloadable Word file. Quotes will be due on August 27, 2014 by 3:00pm. Questions are due by August 11, 2014 at 12:00pm EST.
