Description
Jet Car Photos Requirements Request for Information for Electromagnetic Launch Capability, in support of Jet Car Track Site and Supersonic Naval Ordnance Research Tracks. GENERAL INFORMATION Document Type: Request for Information Request for Information Number: N68335-14-RFI-0502 Contracting Office Address: Naval Air Warfare Center Aircraft Division- Lakehurst Contracts Department Hwy. 547 Building 562, Room 306 Lakehurst, NJ, 08733-5083 REQUEST FOR INFORMATION (RFI): The Naval Air Warfare Center Aircraft Division (NAWC-AD) is surveying the marketplace for all interested parties, and is soliciting information and comments from industry and other interested parties. NAWC-AD Lakehurst is requesting information pertaining to capabilities and the feasibility of providing an electromagnetic launcher system to replace the use of J-57 jet engines at the Jet Car Track Site (JCTS) at NAWC-AD Lakehurst, NJ and 5" Zuni rockets at Supersonic Naval Ordnance Research Tracks (SNORT) at NAWC-WD China Lake, CA. NAVAIR understands that one launcher system may not be a direct replacement for both the jet engines for testing at JCTS and rockets for testing at SNORT and requests respondents to provide information on propulsion system(s) that may be applicable either as a full replacement or part of a hybrid approach with other propulsion technologies. Responses are preferred to address a propulsion technology that can meet the requirements of both JCTS and SNORT, but welcome responses that address one site, or even one subsystem to be integrated into a larger solution. An approach that can be adapted and scaled up or down to meet varying requirements would also be welcome at this stage of intestigation. JCTS provides test capabilities for USN aircraft carrier aircraft arresting gear.JCTS uses a jet car on rails to accelerate a test unit jet engines to an endspeed, at which it is released for the test and the jet car stops on the rails. The test unit is a deadload that has a tailhook on the back to engage with the arresting gear system to simulate an aircraft arrestment on a carrier. The jet car and deadloads are re-used for tests. SNORT provides test capabilities including weapons functionality and seat ejection testing. SNORT uses a sled on rails to accelerate a test unit with rockets to an endspeed, at which it is released for the test and the sled stops on the rails with a waterbrake. The sleds are modified for each test depending on the test article. Current supplies of jet engines at JCTS and rocket motors at SNORT are depleting. This RFI is part of a trade study being conducted to see what other electromagnetic propulsion technology could be used to replace the use of jet engines, including but not limited to electric motors, magnetic levitation (maglev) and a hybrid of multiple propulsion technologies. Should favorable responses to this RFI be obtained, it is NAVAIR's intention to develop a long term capability for the NAWC-AD Jet Car Track Site and Supersonic Naval Ordnance Research Tracks. Jet Car Track Site (JCTS) Capabilities/Requirements: See Statement of Work Supersonic Naval Ordnance Research Tracks (SNORT) Capabilities/Requirements: See Statement of Work THIS IS A REQUEST FOR INFORMATION ONLY. This RFI is issued solely for information and planning purposes and does not constitute a solicitation. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Navy to form a binding contract. CAPABILITIES STATEMENT: RFI responses shall be limited to no more than twenty (20) pages (12-point font minimum). If the material provided contains proprietary information, please mark and identify disposition instructions (submitted data will not be returned). The capabilities statement should include, at a minimum, the following information: (A) COMPANY HISTORY SECTION: (1) Name and address of the firm; (2) Size of business; (3) Ownership; (4) Year firm established; (5) Names of two principals to contact, including title and telephone number; and (6) company's capability to operate in a U.S. Government cost-type contract environment using an approved cost accounting system, to include fixed, incentive, and award fees (see FAR 16.3); and, (7) any other technical information respondents deem necessary to aid the government in making an informed assessment. (B) TECHNOLOGY SECTION: (1) organization's capabilities, capacities, and experience in developing, testing, and manufacturing the propulsion technology; (2) identify propulsion products /technology that they developed and/or produced, and which are currently fielded by U.S. and/or foreign militaries; (3) a list of their past and present propulsion products /technology contracts; (4) discuss any ongoing Internal Research and Development (IR&D) propulsion products/technology efforts. (5) technology readiness level (TRL) the current technology and what challenges and developments would be needed to bring to TRL 6 (see DoD Technology Readiness Assessment (TRA) Guidance) any other technical information respondents deem necessary to aid the government in making an informed assessment. (6) Collaboration RFI: This RFI is being provided as a collaborative effort for Information for Supersonic Naval Ordnance Research Tracks (SNORT) Test Site and Jet Car Track Site (JCTS) capability. A technology that could apply to both high speed test tracks is objective, but information for one application should still be provided along with information regarding the capabilities, challenges, and required development to apply the technology to the other application. (C) COST AND SCHEDULE SECTION: (1) cost required to develop technology to TRL 6; (2) any other cost or schedule information respondents deem necessary to aid the government in making an informed assessment. CONCLUSION In response to this RFI, all interested parties must submit written responses, preferably via electronic mail. The Navy does not intend to award a contract on the basis of this request or otherwise pay for the information solicited. While the Navy intends to use this information for future acquisition planning purposes, it will not release any information about your approach that might in any way compromise your competitive posture or proprietary information. The Navy will not use any information provided to level your company's approach relative to another competitor. All information received in response to this RFI that is marked PROPRIETARY will be handled accordingly. The Navy will not be liable for or suffer any consequential damages for any proprietary information not properly identified. Proprietary information will be safeguarded in accordance with the applicable Navy regulations. Responses to this RFI will not be returned. Respondents will not be notified of the result of the review. Submit your response in a Microsoft® Word or compatible format document in no more than twenty single-sided, single-spaced pages, 12-point, Times New Roman font, using a minimum of one-inch margins. Responses to this RFI are requested by 28 August 2014.
