Description
The Naval Air Systems Command (NAVAIR) Precision Strike Weapons - PMA-201, intends to enter into sole source negotiations with Lockheed Martin Corporation, Orlando for the final development, integration and early operational capability (EOC) quantities of the air launched Offensive Anti-Surface Weapon (OASuW) Increment 1 Long Range Anti-Ship Missile (LRASM). THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This acquisition is being pursued on a sole source basis under the statutory authority of 10 U.S.C. § 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. Unless stated herein, no additional information is available. Requests for the same will be disregarded. A determination by the Government not to compete this effort is solely within the discretion of the Government. GENERAL INFORMATION: The Navy has validated a requirement for an air-launched Offensive Anti-Surface Warfare (OASuW) capability to address existing gaps in the Find, Fix, Track, Target, Engage, Assess (F2T2EA) kill chain and provide support to the Joint Force Commander's requirement to gain and sustain access to the maritime battle space. The air-launched, offensive anti-surface LRASM design leverages the long-range capabilities of JASSM-ER. Additional sensors added to the existing JASSM-ER weapon allow it to execute autonomous precision engagement from launch ranges outside of threat engagement envelopes. This autonomous capability will result in a decreased dependence on traditional intelligence, surveillance and reconnaissance platforms. LRASM employs survivability features to decrease salvo sizes and ensure lethality in dense threat environments. The EOC capability is required on the B-1 by 2018 and the F/A-18 by 2019. NAVAIR has determined that the air-launched OASuW Increment 1 LRASM, manufactured by Lockheed Martin, is the only system that can provide the EOC in the timeframe required by the services. In accordance with FAR 5.207(c)(16)(ii) all responsible sources may submit a capability statement, proposal, or quotation, by close of business 14 August 2014, which shall be considered by the agency. The Navy is developing an OASuW Increment 2 acquisition strategy with program initiation planned for Fiscal Year 2017. Increment 2 will pursue a full-and-open competition strategy for multiple launch platform capability (air, surface, and subsurface). Navy OASuW Increment 2 requirements, currently in development, will address the advanced maritime threat with a planned Initial Operational Capability of 2024. Once NAVAIR finalizes its requirements for air-launched OASuW Increment 1 effort, a prerequisite for receiving a contract award is registration in the System for Award Management database.
