- THIS IS A SOURCES SOUGHT ANNOUNCEMENT. IT IS NOT A SOLICITATION, NOR DOES IT GUARANTEE A SOLICITATION WILL BE ISSUED. REQUESTS FOR A SOLICITATION WILL NOT RECEIVE A RESPONSE. Any information submitted in response to this Sources Sought Announcement is strictly voluntary. The Government will neither award a contract solely based on this notice, nor pay for any information submitted by respondents. This notice is a request by the Government to collect information from interested vendors for the purpose of market research. Failing to provide a response to this announcement will not prohibit/exclude an interested vendor from participating in a future solicitation. The Government is looking for vendors who can perform the following requirements: Project Background: NOAA requires a contractor to conduct size-at-catch research and stock structure analyses in support of North Pacific Ocean shark stock assessments. The research is organized into two collaborative research projects, which targets blue shark (Prionace glauca) and shortfin mako shark (Isurus oxyrinchus). Project 1 includes the collection of size data on blue shark and shortfin mako shark caught by the Japanese offshore surface longline fishing fleet that land their catch at small fishing ports in the northern portion of Honshu Island, Japan. In addition, tissues samples will also be collected from blue and shortfin mako sharks landed in these ports. Small fishing ports are now common in northern Honshu Island as a result of the March 11, 2011 Tsunami that destroyed most of the major fishing ports in this area. Project 2 will conduct DNA sequencing on shark tissue samples collected at these small ports to ascertain stock structure. The research projects, associated tasks and budget are specified in greater detail below. B. Statement of Work 1. Collaborative Shark Biosampling and Size-at-Catch Analyses The goal of this requirement is to collect size-at-catch data and tissues samples to support North Pacific Ocean blue shark and shortfin mako shark stock assessments. Blue and shortfin mako shark stock assessments are scheduled for completion in late 2014 and 2015, respectively. The contractor will conduct size-at-catch sampling of blue shark and shortfin mako shark, landed by the surface longline fleet at small fishing ports in northern Honshu Island, Japan, such as the ports of Chosi and Shiogama. Tissue samples will also be collected from sharks to facilitate stock structure analyses (Project 2). To the extent possible, historical size-at-catch data sets from other Japanese fishing ports will be collected, and, along with contemporary port sampling data, assembled into a user-friendly accessible database. Available shark and swordfish size-at-catch data from the Taiwanese, Japanese, Chinese, Korean, and Hawaiian fishing fleets will be combined to assess the geographic distributions of the species, and the feasibility of data substitution between fleets (when data from one fleet is missing, can data from another fleet be substituted for it). 2. Stock Structure Analyses This research will be presented at the 15th meeting of the International Scientific Committee, tentatively scheduled for July 2015. The contractor will facilitate DNA sequencing analyses and summarize the results. To the extent possible, this data will be combined with similar data from the Pacific Ocean (EPO) and assembled into a user-friendly accessible database to assess blue and shortfin mako shark stock structure. C. Deliverables An initial meeting with collaborators to discuss data availability and port sampling design will be convened shortly after the start of the purchase orders. Monthly progress will be discussed with the Agency contact and collaborators via conference calls. A final report will be presented at the ISC Shark Working Group Workshop at the conclusion of the purchase order. The North American Industry Classification Code (NAICS) is 541990 with a size standard of $14.0 million. Interested Contractors are requested to provide the following information in response to this Sources Sought Announcement: 1) A statement that you believe your firm has the capability to meet all these requirements and perform these services. 2) Your firm's DUNS number & CAGE code; 3) Your firm's SBA certified small business concern status. Specifically identify if your firm is HUBZone-certified, Service Disabled Veteran Owned, or in the SBA's 8(a) program. If your firm is not small, please state that it is a large business. 4) A brief description of your firm's recent past experience (within past 3 years) performing similar services. The information provided in response to this announcement is limited to five pages or less. All information shall be provided free of charge to the Government. The Government will not return any data provided in response to this announcement. This request for information does not constitute a commitment, implied or otherwise, that a procurement action will be issued. The Government shall not be liable for or suffer any consequential damages for proprietary information not properly identified. Proprietary information will be safeguarded in accordance with the applicable Government regulations.
