Description
THIS IS A SOURCES SOUGHT ANNOUNCEMENT. IT IS NOT A SOLICITATION, NOR DOES IT GUARANTEE A SOLICITATION WILL BE ISSUED. REQUESTS FOR A SOLICITATION WILL NOT RECEIVE A RESPONSE. Any information submitted in response to this Sources Sought Announcement is strictly voluntary. The Government will neither award a contract solely based on this notice, nor pay for any information submitted by respondents. This notice is a request by the Government to collect information from interested vendors for the purpose of market research. Failing to provide a response to this announcement will not prohibit/exclude an interested vendor from participating in a future solicitation. The Government is looking for vendors who can perform the following requirements: Project Background: 1. ISC-PICES Collaborations ISC and PICES have similar charters, as well as overlapping scientific interests and membership, and both organizations would benefit from collaborations. The ISC was recently invited to take a more substantive scientific role in PICES' emerging science program called FUTURE (Forecasting and Understanding Trends, Uncertainty and Responses of North Pacific Marine Ecosystems). The purpose of this program is to understand how North Pacific ecosystems respond to climate changes and communicate this information to various constituencies. Multidisciplinary and large-scale activities of FUTURE meld well with ISC activities directed toward understanding the scientific basis for the conservation and management of tuna and tuna-like species, and both organizations would benefit from collaboration within this program. Through a series of discussions (meetings and correspondence) with PICES, the contractor will develop a draft strategic plan for advancing collaborations between the two organizations. The first meeting occurred at the 2011 Annual Meeting of PICES from October 14-23 in Khabarovsk, Russia, with follow-up meeting occurring at the 2013 Annual Meeting of PICES from October 11-20 in Nanaimo, BC, Canada. Additional discussions are scheduled during the 2014 Annual Meeting of PICES in October 2014 to identify specific areas for collaboration, leading to a more substantial role for ISC involvement in FUTURE. 2. Data Rectification and Compliance While many non-compliance data reporting issues have been resolved within the ISC, non-compliance persists. In particular, certain ISC Member Countries have consistently submitted incomplete Category I, II, or III data, or in some cases, none at all. This erodes the credibility of the organization, and impedes the overall mission of the ISC. Non-compliance issues were considered paramount at the 11th and 13th Meetings of the ISC, and leadership tasked with solving these issues. The contractor, with input and assistance from ISC Leadership and Chair of the Statistics Working Group, will discuss these issues with ISC membership in an effort to resolve non-compliance issues. Reports from the meetings will be discussed at the 15th Meeting of the ISC in July 2015. 3. Best Practices The ISC provides scientific advice on the stocks and fisheries of tuna and tuna-like species in the North Pacific Ocean to the Member governments and regional fisheries management organizations (RFMOs). To ensure that scientific advice is considered best available science, the ISC developed provisional guidelines, or best practices, regarding stock assessment research methodologies, assessment model diagnostics, and reporting requirements at the 13th Meeting of the ISC in July 2013. Developing and implementing such guidelines ensures that decision makers have the necessary information when crafting conservation and management measures. Additional discussion on this topic will occur at the 14th Meeting of the ISC in July 2014, with finalization of the guidelines to occur at the 16th Meeting of the ISC in July 2016. The contractor will lead the discussion on best practices at the 14th Meeting of the ISC in July 2014 and ensure completion of a consensus report by July 2016. 4. Deliverables An initial meeting with the contractor will be convened shortly after the start of the contract. Monthly progress will be discussed with the Agency contact via conference calls. Final reports will be submitted within 30 days of the purchase order's conclusion. In addition, the contractor will present the results at the 15th and 16th Meetings of the ISC in July 2015 and July 2016, respectively. The North American Industry Classification Code (NAICS) is 541990 with a size standard of $14.0 million. Interested Contractors are requested to provide the following information in response to this Sources Sought Announcement: 1) A statement that you believe your firm has the capability to meet all these requirements and perform these services. 2) Your firm's DUNS number & CAGE code; 3) Your firm's SBA certified small business concern status. Specifically identify if your firm is HUBZone-certified, Service Disabled Veteran Owned, or in the SBA's 8(a) program. If your firm is not small, please state that it is a large business. 4) A brief description of your firm's recent past experience (within past 3 years) performing similar services. The information provided in response to this announcement is limited to five pages or less. All information shall be provided free of charge to the Government. The Government will not return any data provided in response to this announcement. This request for information does not constitute a commitment, implied or otherwise, that a procurement action will be issued. The Government shall not be liable for or suffer any consequential damages for proprietary information not properly identified. Proprietary information will be safeguarded in accordance with the applicable Government regulations.
