- The U.S. Fish and Wildlife Service has a requirement to construct approximately 1000 feet of a fire break at Kealia Pond National Wildlife Refuge (NWR) located approximately 5 road miles in a westerly direction from Kahului, Hawaii (Maui County). Project is a small business set-aside. Applicable NAICS code is 238910. Small business size is defined as $14 million or less annually when averaged over a three year period. Any questions on this project shall be received by close of business on Tuesday, July 22, 2014 and submitted to Karl_Lautzenheiser@fws.gov. Summary of Work: The contractor will provide labor and equipment for the construction of a fuel break on the refuges east boundary. The fuel break to be cleared, begins at a point left off from last years efforts and ends 1000 feet along the eats boundary. See project statement of work and map with this solicitation for additional project work details. Evaluation Factors for Award Source selection process will be "Lowest-Priced, Technically-Acceptable." Lowest priced proposal will be based upon the lowest lump sum price for line item 00010 (page 3 of 3 on Standard Form 1442). If the lowest priced proposal is technically acceptable, award will be made and no other proposals evaluated. If the lowest priced proposal is not technically acceptable, the Service will evaluate the next lowest priced proposal and so on until a proposal is identified to be technically acceptable. In determining whether a proposal is technically acceptable, the Service will be asking for a technical proposal (not-to-exceed five pages) that specifies at least one (1) project in the last three (3) years showing similar capability/experience in performing elements of work as described in the attached statement of work or have personal knowledge of past work experience. Solicitation Number F14PS00755 and attachments will be posted to FedBizOpps on July 10, 2014 with quotes due by close of business on August 5 2014. No further notice will be posted on Fedbizopps.
