Description
This is a Sources Sought Synopsis; there is no solicitation available. Requests for a solicitation will not receive a response. This Sources Sought Synopsis is published for market research purposes only to assess whether there are businesses capable of providing Electrical Generation, Transmission, and Distribution AS A CONSOLIDATED PRODUCT to Wright-Patterson Air Force Base (WPAFB) Ohio. Under this approach, a single source would provide generation, distribution, and transmission of electricity to WPAFB under one contract. This market research will be used to help determine if this may be a competitive acquisition, or if a set-aside in any small business program is appropriate (Small Business, 8(a), HUBZone, Service-Disabled Veteran-Owned (SDVO), Economically Disadvantaged Women-Owned (EDWO). Please review this announcement, including all attachments, in their entirety. Request that respondents complete and return a capabilities statement described below to identify firms who possess the capability to provide Electrical Generation, Transmission, and Distribution AS A CONSOLIDATED PRODUCT to WPAFB OH. This sources sought notice is not to be construed as a commitment by the Government, not will the Government reimburse any costs associated with the submission of information in response to this notice. The Government is in no way obligated to do business with or to enter into any form of contract with any person, firm or other entity that receives or responds to this announcement. ALL INQUIRIES AND/OR RESPONSES ARE DUE NO LATER THAN NOON, LOCAL TIME, ON 29 AUGUST 2014. This announcement requests businesses in the industry and other interested parties provide feedback, which will help improve WPAFB's understanding of the industry and its ability to satisfy this requirement. WPAFB is particularly interested in the availability and potential size of discounts and savings that may result from the acquisition of electrical generation, transmission, and distribution AS A CONSOLIDATED PRODUCT. Currently, the peak demand at WPAFB is 77.5 MW (mega-Watts as of 10 Jul 2013) with a consumption of 41,910,011 kWh (kilo-Watt-hours from 30 Jun - 31 Jul). WPAFB anticipates a load increase over the next year to 84.0 MW of demand and 47,900,000 kWh of consumption. Attached to this announcement are the technical requirements for WPAFB. Careful compliance with the technical requirements is required. CAPABILITIES STATEMENTS: Interested parties shall submit a capabilities package, with a cover letter, that is brief and concise, yet clearly presents evidence that the interested party is fully capable of providing the stated requirements with sufficiently qualified personnel and as such may contain any information that the interested party feels is relevant. The capabilities package should clearly provide the following: 1. Proof of certification by the Public Utilities Commission of Ohio (PUCO). 2. Demonstrate capability to provide the required consolidated product. 3. Demonstrate capacity to perform and manage the work. 4. Include projections of discounts on current and future loads. 5. Provide sufficient information to demonstrate minimum technical requirements can be met. 6. Briefly address: a. Your background and experience, within the past ten years, in providing labor, tools, material, equipment, and incidentals to generate, transmit and distribute firm electrical power to the point of service; b. Identify the proposed sources of supply for base load generation; c. Describe whether electricity generation would be provided from a generation owned by the respondent, obtained under long-term contracts, and/or obtained under short-term contracts/spot market purchases; d. Indicate whether the sources of supply are located within the service control area, or an adjacent control area; e. Describe how electricity would be transmitted from the source(s) of supply identified above to Wright-Patterson Air Force Base, Ohio. Responses shall include company name, physical and mailing address, and point of contact with phone number. Respondents must also indicate their business size (e.g. Other than small, Small, Small Disadvantaged, 8(a), Women-Owned, Economically-Disadvantaged Women-Owned, HUBZone, Veteran-Owned, or Service-Disabled Veteran-Owned small business) in relation to the size standard associated with North American Industry Classification System (NAICS) code 221118, which has a size standard of 250 employees. Respondents should also include their corresponding Dun & Bradstreet Number (DUNS Number) and Commercial and Government Entity (CAGE) Code. A CAGE code can be obtained by successfully registering in the System for Award Management (SAM) at www.sam.gov. TECHNICAL REQUIREMENTS: The potential provider shall furnish all labor, tools, material, equipment, and incidentals to generate, transmit and distribute firm electric power. The delivery point for such power shall be that point on the electrical system at which the Dayton Power and Light Company takes possession of the electricity for final delivery to the meter(s) of the specific facilities on WPAFB OH. Potential provider will provide deregulated electric generation service to accommodate an estimated annual volume of 415,000,000 kWh (calendar year) of firm electrical generation to the point of delivery to the supplying electrical grid. Wright-Patterson anticipates an average annual increase in electrical consumption of 1 to 1.5 percent. The potential provider will be responsible for providing and coordinating all services required to deliver firm electrical generation services to the designated point of service. Electrical generation service shall be available and commence on 1 January 2015. The resulting contract will be based on fixed price prescribed in the PUCO and shall have a performance period of one to four years. EVIDENCE OF RESPONSIBILITY: The respondent must possess, at a minimum, twelve consecutive months of experience (within the past two years) providing firm generation of electricity to wholesale or retail customers. Respondent shall provide evidence that it is authorized to conduct business by each state's regulatory body having jurisdiction over the state's electric industry prior to award of any contract for solicited requirements. The respondent must demonstrate the ability to obtain transmission service agreements in the company's name. Capability statements shall be limited to a maximum of 30 pages and may be sent via e-mail, U.S. Postal Service or commercial carrier to the attention of Regina Robinson with a subject line that reads "FA8601-14-R-0063, Consolidated Electric Service."
