RFQ NB602010-14-04027 Statement of Work NB602010-14-04027 The National Institute of Standards and Technology (NIST), located in Gaithersburg, MD has a requirement for a web-based platform/online solution to be used for document management and an online voting system. THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A SEPARATE WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. THE SOLICITATION IS BEING ISSUED USING SIMPLIFIED ACQUISITION PROCEDURES UNDER THE AUTHORITY OF FAR 13.5. This solicitation is a request for quotation. The solicitation document incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-75. The associated North American Industrial Classification System (NAICS) code for this procurement is 518210 - Data Processing, Hosting, and Related Services. This is a 100% small business set aside. 1352.215-72 INQUIRIES (APR 2010) Offerors must submit all questions concerning this solicitation in writing to eric.bubar@nist.gov. Questions should be received no later than 10 calendar days after the issuance date of this solicitation. Any responses to questions will be made in writing, without identification of the questioner, and will be included in an amendment to the solicitation. Even if provided in other form, only the question responses included in the amendment to the solicitation will govern performance of the contract. (End of Provision) BACKGROUND On February 4, 2014, the NIST announced the formation of the Organization of Scientific Area Committees (OSAC). The OSAC will be a collaborative body of more than 600 forensic science practitioners and other experts who represent all levels of the government, academia and industry. NIST is establishing OSAC to strengthen the nation's use of forensic science by supporting the development and promulgation of forensic science consensus documentary standards and guidelines, determining each forensic discipline's research and measurement standards needs and ensuring that a sufficient scientific basis exists for each discipline. The ultimate objective of the OSAC is to create a sustainable organizational infrastructure that produces consensus documentary standards and guidelines to improve quality and consistency of work in the forensic science community. OSAC-approved standards will make up the OSAC Registry of Approved Standards. OSAC-approved guidelines will make up the OSAC Registry of Approved Guidelines. The registries will be freely available. This solicitation is for a web-based platform/online solution that enables geographically dispersed stakeholders with varied perspectives and interests to rapidly develop consensus-based documents. The solution shall manage member contact and company information, group participation, permissions, and access rights. The solution shall be customizable to meet the needs of the OSAC and include easy-to-use group participation application and voting capability, group calendars, threaded group email messaging, tasking capability and document sharing - all managed and controllable through a strong and highly configurable security system. Access to the online environment will be controlled through identity and access management concepts. See the attachments for additional details.
