Description
THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Park Service, Santa Fe Major Acquisition Buying Office intends to award a contract for Water Sampling at Big Thicket National Preserve (BITH) located in Kountze, TX. This contract will be issued with One Base year and Four Option years. Big Thicket National Preserve is located in Southeast Texas in a diverse area and separate land and water units spread out over a 100 square mile area. Employee of the Big Thicket National Preserve (BITH) shall collect Water & Wastewater samples on the first or second Tuesday of each month. Samples must be submitted to Contracted testing facility that same day. Samples must be dropped off and picked up at the described central location, 507 N. Pine St. Woodville, TX 75979. BITH employee shall use his or her own testing equipment, chemicals, and vehicle provided by the Preserve. The employee shall maintain and calibrate all equipment used for sampling and daily operations to meet Federal and State requirements. Contractor shall pick up and conduct all required testing, lab work, and reporting to the State of Federal agencies, and results from the Water & Wastewater testing will be returned to BITH in a timely manner. Contractor shall provide there technician with approved testing equipment, and will be maintained and calibrated to comply with State and Federal requirements. All sampling bottles, containers will be provided by Contractor. Water & Wastewater samples are to be collected from the following locations monthly: Kirby Nature Trail ( Water distribution); HQ/Maintenance (Water special sample); HQ/Maintenance (Wastewater BOD & Ammonia-N samples); Visitor Center ( Water special sample); Ranch House (Water special sample);and Lilly house (Water special sample). Composite Soil Sampling Annually: Soil Sample @ 0-6 on Spray Field; Soil Sample @ 6-18 on Spray Field ; and Soil Sample @ 18-30 on Spray Field. The need for insuring the quality of drinking water and the geographical dependent nature of our water and wastewater system being located in four different counties requires a provider that will pick up the samples at a central location and do the testing required and return the results in a timely manner. Therefore the Contractor must be within a 60 mile radius to ensure adequate communication between agencies. Authority for this award is 10 U.S.C. 2304(1), FAR 6.302-1(a) (2) Only one Responsible Source and No other Supplies or Services will Satisfy Agency Requirements and 6.302-2 Unusual and compelling urgency. The sole source justification for this award will be provided upon request.
