- Attachment 1_LHA 8 OEM Industry Day Registration Form This Special Notice is for the purpose of announcing that Program Executive Office, Ships (PMS 377) intends to conduct an Industry Day event for LHA 8 Amphibious Assault Ship prospective Original Equipment Manufacturers (OEMs) in Washington, D.C. September 3-4, 2014. Background: The LHA Replacement (LHA(R)) ships will recapitalize the aging "large deck" amphibious ships by replacing the Tarawa class. LHA(R) ships are a modified version of the Wasp (LHD 1) class, optimized for aviation and capable of supporting current and future aircraft, such as the F-35B Joint Strike Fighter. Large deck amphibious ships facilitate forward presence and power projection as an integral part of joint, interagency, and multinational maritime expeditionary forces. The ships support the Marine Corps tenets of Operational Maneuver from the Sea (OMFTS) and Ship to Objective Maneuver (STOM) and the Navy tenets of Sea Strike and Sea Basing. LHA 8 will be the next increment of the LHA(R) ships following the America Class design with LHA 6/7 hull and machinery. It will incorporate a hybrid well deck designed for two LCAC spots, a smaller island superstructure and updated warfare and communications systems. The Navy is currently executing an Affordability Design Effort for LHA 8 for the purpose of driving out ship procurement costs that are incurred by overstated specifications, specifications that have not been updated to reflect current industry practices, Government to contractor miscommunication, old processes, and changes to available materials. The Navy has engaged General Dynamics National Steel and Shipbuilding Company and Huntington Ingalls Incorporated, Ingalls Shipbuilding in the LHA 8 Affordability Design, in which each shipbuilder has the opportunity to propose design changes to reduce the acquisition cost of the ship while maintaining full design integrity. Industry Day Information: This Industry Day event is to formally introduce the LHA 8 Program to potential systems suppliers, communicate the Affordability Design Effort, and conduct technical discussions on system requirements. Dedicated workshops and discussions will provide an opportunity to address ship specifications that drive cost and complexity. OEM system suppliers will be expected to contribute to open dialogue and propose cost reduction ideas to the Navy's Program Office. Additional information about the structure of Technical Workshops will be provided with registration confirmations. The LHA 8 OEM Industry Day event will be held at Alion Science and Technology, 1100 New Jersey Ave SE Suite 200, Washington, DC 20003. On-site registration will commence at 8:30 AM EST on September 3, 2014. The following events are tentatively scheduled as follows: General Session: Date: September 3, 2014 Time: 9:00 AM - 12:00 PM EST Technical Workshops and Affordability Discussions: Date: September 3, 2014 Time: 1:00 PM - 5:00 PM EST Date: September 4, 2014 Time: 9:00 AM - 5:00 PM EST While the OEM Industry Day is open to all potential suppliers for LHA 8, the preliminary agenda will include detailed Technical Workshops on the following targeted systems. These systems are subject to change and will be finalized after registration closes. · Machinery Control Systems (MCS) · Main Reduction Gear · Elevators (Deck edge Aircraft and Cargo Weapons) · Auxiliary Propulsion System (APS) · Electrical Distribution (switchboards, transformers, load centers) · Fans - inclusive of Gas Turbine Cooling Fan Registration: This event is only open to United States citizens. A United States citizen is defined as a person that is a natural-born citizen within the continental United States or a person that was admitted lawfully into the United States for permanent residence. The registration form is provided as an attachment to this announcement. Attendees must include a copy of a valid DD Form 2345 (Military Critical Technical Data Agreement) with their registration submission. A valid DD Form 2345 can be found at: http://www.dlis.dla.mil/jcp/forms/DD2345Form.pdf During registration, each supplier may request a section of the DRAFT Technical Data Package (TDP) to facilitate better understanding of the Navy's requirements and to encourage Industry development of affordability ideas. Suppliers may request a separate meeting to facilitate an Affordability Discussion with the LHA 8 Program Office and present cost reduction ideas. These sessions will be scheduled based on availability. Please submit completed registration packages no later than 5:00 PM EST on August 15, 2014 to the point of contact identified below. It is requested that registration responses be coordinated by a single point of contact per company. Once registration is processed, respondents will receive a read ahead package containing further information on the Industry Day event. Notices: This Special Notice is for information only, and shall not be construed as a commitment by the Government to solicit contractual offers or award contracts. This is not a request for proposals, a promise to issue a request for proposals, or a promise by the Government to pay for information received in response to this Special Notice or any subsequent Special Notice. Industry participation is voluntary and no entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of attendance at the Industry Day event. The Government will not reimburse respondents for any questions submitted or information provided as a result of this notice. There is no funding associated with this announcement. Specific acquisition strategy or contractual plans for the LHA 8 Program will not be addressed during the Industry Day event. Industry questions and answers resulting from the briefing will be made publicly available after the Industry Day event via the Federal Business Opportunities (FBO) website (https://www.fbo.gov/). It is the responsibility of Industry, when providing any questions or comments (solicited or unsolicited), to properly mark information that is considered proprietary or is otherwise restricted. Any information submitted by respondents as a result of this Special Notice is strictly voluntary.
