- Description
- The U.S. Department of Justice, Justice Management Division, Procurement Services Staff intends to enter into negotiations with Spin Systems, Inc., a small, disadvantaged business concern located in Sterling, VA, on an other than full and open competition basis in accordance with FAR 6.302-1 to obtain Spin Business Framework (SBF) updates and maintenance and SBF developer support. SBF, an integral part of the Department of Justice, Civil Rights Division's litigation case management system, is a copyrighted software product that is manufactured, serviced and marketed exclusively by Spin Systems, Inc. and is not available for purchase or service from any other source. The requirement is anticipated to include two contract line items: one for software maintenance on a fixed price basis; and one for ad hoc SBF developer support on a labor-hour basis. SBF developer support is anticipated to include the following labor categories: Project Manager; SBF Subject Matter Expert; and Senior Developer. Award is anticipated to be made in September 2014 with a base performance period of October 1, 2014 through September 30, 2015 and two consecutive 12-month options. The annual estimate for each year is approximately $105K, for an estimated 3-year value of $315K. Ad hoc developer support is estimated to be less than 6% of the total requirement. This notice is not a request for competitive proposals; however, any firm believing that it can provide the required services may submit a written response to be received at the Contracting Office no later than 4:00 p.m. ET, August 5, 2014. The firm must clearly demonstrate its ability to service/support the SBF product and provide SBF development expertise and support.
