- The United States Department of Agriculture (USDA), Grain Inspection, Packers & Stockyards Administration (GIPSA), Federal Grain Inspection Service (FGIS) Technical Services Division located in Kansas City, MO intends to issue a sole source 5-year contract to the Chemical Abstracts Service (CAS) located in Columbus, OH for annual access to the SciFinder® Enterprise database under the authority of FAR 13.106-1(b)(1). The SciFinder® Enterprise database is used to support FGIS research and FGIS methods development. The CAS holds the copyright and has all the rights to the Chemical Abstracts. No other known service has an up-to-date access to Chemical Abstract information. A 5-year contract NTE $26,160.00 is anticipated with CAS. This is not a request for quote, and no formal solicitation will be issued. This notice is for informational purposes only. However, all interested parties may contact the Contract Specialist listed below. Anyone interested in responding to this requirement must be able to provide compelling evidence that they can provide an equivalent chemical abstracts service in a timely manner and at a reasonable cost. Responses must be submitted electronically, via email, to michael.j.chiodi@aphis.usda.gov. The deadline for the submittal of responses is 3:00 pm central time, July 31, 2014.
