Description
THIS IS A SOURCES SOUGHT ANNOUNCEMENT. IT IS NOT A SOLICITATION, NOR DOES IT GUARANTEE A SOLICITATION WILL BE ISSUED. REQUESTS FOR A SOLICITATION WILL NOT RECEIVE A RESPONSE. Any information submitted in response to this Sources Sought Announcement is strictly voluntary. The Government will neither award a contract solely based on this notice, nor pay for any information submitted by respondents. This notice is a request by the Government to collect information from interested vendors for the purpose of market research. Failing to provide a response to this announcement will not prohibit/exclude an interested vendor from participating in a future solicitation. The Government is looking for vendors who can perform the following requirements: I. BACKGROUND The National Marine Fisheries Service (NMFS) of the National Oceanic and Atmospheric Administration (NOAA) and Hawaii Division of Aquatic Resources (HDAR) of Department of Land and Natural Resources (DLNR) require services in data collection of non-commercial fishing activities from shoreline areas on the island of Oahu, Hawaii. The data will be collected through a mail-in survey of randomly selected Oahu households. All anglers within a household will be asked for their recent fishing effort from shore. The survey is part of a Marine Recreational Information Program (MRIP, NMFS) project on pilot surveys of shoreline fishing effort in Hawaii. II. PURPOSE The purpose of this contract is to solicit for the service with data collection (via a mail survey) of shoreline fishing activities including fishing effort during day and nighttime, from public and private/restricted areas, and the gear types used. The questionnaire for a mail survey will be provided to the contractor. The vendor will help conduct the mail survey consisting of a notice in advance, first mailing of the questionnaire, follow-up mailings with non-respondents. The information acquired from the mail survey will be used to adjust and compare with the results from other surveys during the same period (onsite roving survey and aerial survey, not part of this contract). The contractor must have previous experience conducting mail surveys with Hawaii households. III. CONTRACT TASKS A. Tasks The Contractor will fulfill the following requirements: Acquire (from a market firm) the addresses of 3,000 randomly selected households in Oahu.  Prepare and mail out the postcard notices to 3,000 households (the content of the notice will be provided to the contractor).  Print the questionnaires (~7300 copies in total, questionnaire content will be provided).  Prepare mail-out and reply envelopes (3,000 for each) and labels for the first mailing of the questionnaires to 3,000 households.  Follow-up mailing to the non-respondents to the first mailing (estimated to be ~2,300 households)  Second follow-up mailing to the non-respondents to the first follow-up (estimated to be ~2,000).  Data entry (for data from the respondents) to an excel spreadsheet (a template will be provided to the contractor). B. Deliverables  The completed questionnaires from the mail survey.  Excel file with the data from the completed questionnaires. IV. GOVERNMENT-PROVIDED AND CONTRACTOR-PROVIDED PROPERTY The Government will not need to provide any equipment or computer systems. The Contractor will have its own computers for the data entry. V. REPORTING REQUIREMENTS AND DELIVERABLES: The Contractor shall be required to complete and submit all data collected, including an excel data file. The Contractor will be instructed by the NOAA/HDAR on the survey protocol including the timings of the mailings. VI. PERIOD OF PERFORMANCE: The purchase order shall begin on the date of purchase order award (expected to be on or about September 1, 2014) and end on January 31, 2015. The North American Industry Classification Code (NAICS) is 541990 with a size standard of $14.0 million. Interested Contractors are requested to provide the following information in response to this Sources Sought Announcement: 1) A statement that you believe your firm has the capability to meet all these requirements and perform these services. 2) Your firm's DUNS number & CAGE code; 3) Your firm's SBA certified small business concern status. Specifically identify if your firm is HUBZone-certified, Service Disabled Veteran Owned, or in the SBA's 8(a) program. If your firm is not small, please state that it is a large business. 4) A brief description of your firm's recent past experience (within past 3 years) performing similar services. The information provided in response to this announcement is limited to five pages or less. All information shall be provided free of charge to the Government. The Government will not return any data provided in response to this announcement. This request for information does not constitute a commitment, implied or otherwise, that a procurement action will be issued. The Government shall not be liable for or suffer any consequential damages for proprietary information not properly identified. Proprietary information will be safeguarded in accordance with the applicable Government regulations. Responses shall be provided to Contract Specialist, Stephanie Garnett via email at Stephanie.M.Garnett@noaa.gov no later than 10:00 AM (Hawaii Time) on Tuesday, August 5, 2014.
