- The National Park Service intends to negotiate a noncompetitive award for relocation of the Enchanted Valley Chalet, a historic building located within Olympic National Park's Congressionally-designated wilderness area. The foundation of the Chalet has been undercut by the East Fork Quinault River and the building is in imminent danger of structural failure. The need for this action is to both to preserve the chalet by moving it approximately fifty to one-hundred feet from the river and to prevent structural debris from adversely impacting the streambed, hydrology, water quality, fisheries, wilderness character, and other natural resources. All work under the contract will be in compliance with the Wilderness Act of 1964 which prohibits certain uses within designated wilderness except as necessary to meet the minimum requirements for the administration of the area. This notice of intent is not a request for competitive proposals. However, all proposals received within five (5) calendar days after date of publication of this synopsis will be considered by the Government subject to the following: A determination by the National Park Service not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement should the agency determine that sufficient time is available to do so. Interested vendors are requested to submit a Technical Proposal that at a minimum will include the following: (1) a reference to the number of this Notice of Intent, (2) company name, address, telephone number, and (if applicable) website address, (3) the type of business (large or small), (4) the name, telephone number, and email address of technical point of contact having the authority and knowledge to clarify responses with the Contracting Officer, (5) technical literature or a capabilities statement regarding the company's, background, experience, and qualifications related to moving a large structure in a wilderness area. The capability statement should address the background, experience, and qualifications of not only the firm but management and employees who will be directly involved in the project. Submission may be via email or physical delivery by USPS, courier, or common carrier to the POC address in this notice. Hand deliveries are acceptable. All inquiries are to be in writing to the POC listed within this notice; no telephone inquiries will be accepted. No entitlement of payment of either indirect or direct costs by the National Park Service will arise as a result of submission of responses to this notice. No solicitation document exists at this time. The North American Industry Classification System (NAICS) code is 238990 and the small business size standard is $14.0 million.
