Description
The Army Contracting Command - Redstone Arsenal (ACC-RSA) under the authority of the Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures, and Federal Acquisition Regulations (FAR) 6.302-1 entitled, quote mark Only one responsible source and no other supplies or services will satisfy agency requirements quote mark, as supplemented with additional information included in this notice, this announcement constitutes the only solicitation; any offers will be considered; however, it is the Government's intent to award a sole-source purchase order to Aspera, Inc. In accordance with FAR 6.302-1, the Government intends to award a sole source contract for services to provide the Logistics Support Activity (LOGSA) software maintenance, user support, and end-user licenses for Aspera from Aspera, Inc. Period of Performance is from 1 Aug 2014 through 31 June 2015. The Contractor shall furnish all personnel, equipment, labor, tools, materials, supervision, transportation and other items and services necessary to perform software maintenance and support for Contour software, product related configuring services in support of configuration and data management processes for the Logistics Support Activity (LOGSA) Office, Redstone Arsenal. The following provisions apply to this acquisition: 52.212-1, Instructions to Offerors - Commercial. The offeror must include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items, with its offer. 52.212-4, Contract Terms and Conditions -- Commercial Items. 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders -- Commercial Items. 252.232-7003 Electronic Submission of Payment Requests and Receiving Reports. 252.212-7001 Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the government, price and other factors considered. The following factors shall be used to evaluate offers: Technical capability and price. Award will be made to the lowest price technically acceptable offer. This solicitation is issued as a Request for Quote (RFQ). In accordance with FAR 5.207, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency.
