- This is a Pre-Award Synopsis for the US Army Contracting Command - Rock Island (ACC-RI) for solicitation W52P1J-14-C-0057, which serves as notification to industry of a sole source procurement. This acquisition is strictly for sustainment of the Army's existing 3,700 Combat Services Support (CSS) Very Small Aperture Terminals (VSAT) transmission systems, satellite communications (SATCOM) Terminals. This terminal establishes network connectivity with the NIPRNET and provides a reach-back capability to the global infrastructure. The proposed action will be accomplished under a Firm Fixed Price (FFP), sole source contract with L3 Global Communications Solutions (GCS) with a period of performance of 12 months from 15 August 2014 through 14 August 2015 and one (1) 12 month option period. This contract will be done under Other Than Full and Open competition as authorized under FAR 6.302-1. L3, as the OEM, has provided the Army an integrated solution to the fleet of CSS VSATs. L3 will provide Condition Based Replacement (CBR) and non-warranty repairs necessary to maintain the pure fleet of CSS VSAT terminals worldwide. This 12 month contract will allow for the continuity of services without duplication of costs not expected to be recovered via competition while sustainment of this system will transition to Communications-Electronics Command (CECOM) in 2016, as directed by Army Regulation 700-127 quote mark Integrated Logistics Support quote mark. CECOM will train field representatives to go out and conduct basic troubleshooting for fault identification, order the required parts, conduct repairs, and provide overall maintenance to these terminals. To support this transition, L3 will offer CSS VSAT specific training as required on the maintenance and troubleshooting of these terminals as part of this contract. The NAICS code for this procurement is 517911 (Telecommunications Resellers). This is not a request for offers. A determination not to compete this procurement based upon response to this notice is solely within the discretion of the Government.
