Description
Draft RFQ LC14QFP007 The Library of Congress intends to issue a request for quote (RFQ) to existing Basic Ordering Agreement holders who previously qualified for this procurement process by responding to RFP LCFDL11R7900-FEDLINK Preservation Services, for the provision of preservation digitization services adhering to federal agency digitization guidelines on behalf of FEDLINK customer, Library of Congress (LOSI). FEDLINK services are used by federal libraries and information centers worldwide. Written responses should include prices and technical data sufficient to determine capability. No telephone calls will be accepted. Ref: LC14QFP007-LOSI. Scope. Materials to be digitized include archival documents (both loose sheets and bound sets of documents), general collection books, and rare books. The number of pages to be digitized during the one-year period of performance is estimated to be a minimum of 420,000 pages, to a maximum of approximately 975,000 pages. Work shall be accomplished by personnel with experience in digitizing cultural heritage originals. A majority of the work will be conducted on site at the Library of Congress, using Contractor equipment operated by Contractor personnel. Terms and Conditions. All scanning and related work shall comply with the requirements stated in the FEDLINK Preservation Services BOA, Section C4. Lot 2 Digital Conversion and Related Services, except as specified in the task order requirements. Digitization specifications are driven by the most current version of the information capture specifications (sampling rate, tone/amplitude resolution, encoding, etc.), quality guidelines, and content categories and digitization objectives recommended by the Still Image Group of the Federal Agencies Digitization Guidelines Initiative ("FADGI" - http://www.digitizationguidelines.gov/still-image/). Files shall be delivered according to the BagIt specification, available here: http://tools.ietf.org/html/draft-kunze-bagit-10 Handling Guidelines. The Contractor is expected to follow preservation guidelines for digitizing library materials such as those found here: http://www.loc.gov/preservation/care/scan.html, unless otherwise directed. Test Image Submission. As part of their proposals, Offerors shall submit test images of the DICE Device-level target, also known as the Golden Thread target, which is available from Image Science Associates: http://www.imagescienceassociates.com. Attached is a draft RFQ document containing draft task order requirements.
