Description

The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Eastern Acquisition Division-Kansas City office intends to award, on a sole source basis, under the authority of FAR 13.106-1(b)(1), with Wildlife Computers Inc. for five (5) SPLASH10-F-323A satellite tags for marine animals for the National Marine Fisheries Service (NMFS). A Sources Sought notice was posted on the Federal Business Opportunities (FBO) website on June 20, 2014 and closed on June 27, 2014. No responses were received. Justification for Sole Source The purpose of this acquisition is to obtain satellite tags for the National Marine Fisheries Service (NMFS). The manufacturer Wildlife Computers Inc. is considered the only source of supply due to the proprietary nature of the design for the satellite tags. Any attempt to reproduce this item from a source other than Wildlife Computers Inc. would require that the Government re-qualify the part at considerable cost to the Government whose cost savings could not be recovered using open competition. If the NFMS cannot procure the needed satellite tags, it will have a negative impact on NFMS ability to conduct vital research during research cruises.
