Description
This is a Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding the availability and capability of all qualified sources to perform a potential requirement. If the respondent is a small business, provide the following: (1) Business status: small businesses; HUBZone small businesses; service-disabled, veteran-owned small businesses; 8(a) small businesses; veteran-owned small businesses; woman-owned small businesses; or small disadvantaged businesses; and (2) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is appropriate. Background: The Kayenta Health Center (~180,000SF) is currently under construction in Kayenta, AZ. When complete, this facility will house short stay inpatient services and various outpatient services such as dental, behavioral health, primary care clinics, emergency department, etc. Currently, all of the interior walls have been framed and gypsum wall board installed, finished, and painted. The ceiling grid is being installed throughout the building. Ceiling tile and floor finishes will be installed in the upcoming month. Mechanical diffusers and return air grills, fire sprinkler heads, ceiling light troffers and recessed cans are being installed throughout the building. Cable tray has been installed throughout the building. In-wall conduit/raceway and junction boxes have been installed throughout the building for the special systems. Purpose and Objectives: The general purpose and scope of each proposed system is summarized in the subsequent sections. Project requirements: Following is a summary of the proposed acquisition. IT/Telecom System The general purpose of the IT/Telecom scope is to provide and construct the 10G fiber backbone, the CAT6 data/telecom network for approximately 500 users in the facility, and build out the main and peripheral IT/Telecom rooms. Cisco network (or equal) and telephone equipment and Liebert UPS (or equal) are the basis of design. A wide area network will also be installed throughout the facility. Miscellaneous analog lines are located throughout the facility to primarily accommodate facsimile transmissions. Paging System The general purpose of the overhead paging scope is to provide and construct a building-wide, one-way, mass communication system. The paging system shall be integrated with the voice over IP telephone system so any phone in the building can be used to initiate a page. The paging system will consist of 15 department zones and 1 general zone. The paging system shall have levels of prioritization and rules so that a page from a higher priority zone will override and interrupt a page from a lower priority zone. Closed Circuit Security Camera System The general purpose of the closed circuit security camera system is to provide and construct a security monitoring system for staff and patient security and safety. The approximately 54 cameras located throughout the facility are 3 or 5 megapixel, color, day/night cameras. The system is network-based, capable of storing data between 4months and 2weeks (depending on location). Live and recorded images from the cameras will be displayed in two locations via monitoring stations. The Area of Refuge System The general purpose of the area of refuge (AOR) scope is to provide and construct a hands-free, two-way communication system (and identifying signage) during an emergency with building occupants who cannot traverse the stairs without assistance. There are three stairwell locations where this system is required. The AOR system provides an audible and visible signal to indicate communication has occurred and indicate the location sending the signal. Anticipated period of performance: The anticipated period of performance is 6-8 months with a completion date of March 1, 2015. Capability statement: The special systems contractor and equipment supplier shall have installed successfully similar systems of comparable size and interfacing complexity. Contractor should include name, locations and point of contact for these installations. Contractor shall provide all applicable national, state and local licenses with certificate of successful completion of installation/training for installing of the system. Responses shall include the organization's name, address, point of contact, and size and type of business (e.g., 8(a), HUBZone, etc) pursuant to the applicable NAICS code; 541519, $27.5M. Responses will be submitted electronically to Monica.Weaver@ihs.gov. The subject line will read "Kayenta Hospital Special Services". The information may be provided in the email or as a pdf attachment. Telephone responses will not be accepted. Responses are due no later than 2:00pm, PDT, August 8, 2014. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After a review of the responses received, a pre-solicitation synopsis and solicitation may be published in Federal Business Opportunities. However, responses to this notice will not be considered adequate responses to a solicitation.
