Description
SOW This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Parts 12, as supplemented with additional information included in this notice and in accordance with the simplified acquisition procedures authorized in FAR Part 13. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation Number NFFP7100-14-02663 is issued as a request for quotation. The resulting purchase order shall be a firm fixed price. This requirement is a small business set a side. The North American Industry Classification Code (NAICS) is 541511 and the Small Business Size Standard is 25.5 million. The National Oceanic and Atmospheric Administration (NOAA), NESDIS, has a requirement to The purpose of this contract is to evaluate the Earl Backcountry Survival Tablet for use in at-sea data collection and either modify existing open source software or develop new open source software. The Northwest Fisheries Science Center (NWFSC) needs to determine if the hardware can overcome many of the limitations of existing hardware used at-sea including, but not limited to, screen visibility, touch-screen functionality, and battery life. To conduct this evaluation the contractor will develop a prototype at-sea data entry system for Project CROOS (Collaborative Research on Oregon Ocean Salmon) based on the Earl Backcountry Survival Tablet. Upon successful completion of a prototype 3 tablets will be tested in a limited implementation with the Oregon commercial Chinook salmon troll fishery Reference the attached statement of work. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-72. FAR 52.217-5 Evaluation of Options, FAR 52.217-8, FAR 52.219-6, Notice of Total Small Business Set-Aside, FAR 52.222-21, Prohibition of segregated facilities, 52.232-33, Payment by Electronic Funds Transfer - Central Contract Registration, 52.232-34, Payment by Electronic Funds Transfer - Other then Central Contractor Registration; 52.232-39, Submission of Electronic Funds Transfer Information with Offer, 52.222-41, Service Contract Act of 1965, 52.222-42, Statement of Equivalent Rates for Federal Hires Instructions for Vendors Vendors responding to this requirement shall provide pricing for all the products listed. The resulting purchase order will result in a firm fixed price contract. The award shall be made on a best value basis. Best value will be evaluated based on the vendor meeting the technical approach and then price Basis for Award Award will be made to the Contractor offering the best value to the Government, in first meeting the technical requirement and then price. All responsible sources that can meet the requirements and provide the items as listed above may respond to this solicitation addressed to Amy Sanders-White, Purchasing Agent, National Oceanic & Atmospheric Administration, (NOAA) to be received no later than August 13, 2014, at 10:00am, local time. All questions must be received by e-mail no later than August 9, 2014, at 9:00 a.m. local time for this solicitation. Failure to provide all information as requested to aid in the evaluation may be considered non-responsive without any other consideration and rejected without written notification.
