Description

This is a public synopsis of a forthcoming solicitation in accordance with FAR 36.213-2. This is NOT a solicitation, and NO SOLICITATION DOCUMENTS are currently available. Description of Proposed work: Contractor shall furnish all labor and materials to perform construction services for Project 635-409 Construct Parking Structure at the Oklahoma City VA Medical Center in accordance with the project plans and specifications. The contractor shall understand that this project is at an actively working VA medical center, scheduling and coordination of work is required so as to have minimal impact on the day to day operations of the hospital. The project plans indicating existing utility lines underground or overhead are only approximate and are not to be relied upon as accurate or complete. The contractor is responsible to field verify and locate all utility lines prior to excavation or construction in the given area of work. Contractor shall note that underground utility locating that is normally provided as a public service is not available for VA owned electrical, communication and civil works infrastructure on the VA campus. Contractor will be required to make arrangements with a utility locate company. Contract shall be completed within 300 days following the issuance of the Notice to Proceed. The contractor shall provide all labor, materials, tools, equipment, expertise, administration, supervision and transportation necessary to perform all work as described in drawings and specifications. This project shall also include, but is not limited to general construction, alterations, roads, walks, grading, drainage, mechanical and electrical work, utility systems, sanitary sewer, connection to offsite existing local municipal sewer manhole, sewer connection permitting, lighting, passenger elevators, demolition of existing asphalt/ concrete /curb/gutter/ signage associated with current parking area(s), landscaping, traffic control plans and other items as contained within the construction documents. In general, the scope includes all architectural, civil, structural, mechanical, electrical, plumbing, and fire protection work to complete the following: 1.Clearing, grubbing, utility location, and site preparation for construction of a new multi- level parking structure on the southeast corner of the Oklahoma City VA Medical Center. The new parking structure shall encompass 122,000 square of raised parking and 65,000 square feet of surface level parking. The structure shall provide spaces for 387 vehicles which represents a combination of handicap and standard parking. 2.Contractor shall demolish Building 3 and the existing surface parking, and landscaping in the areas affected. 3.Contractor shall locate and reroute all affected site utilities which includes but is not limited to the following: a.water b.gas c.sewer d.electrical e.communication lines 4.Contractor shall use all means and precautions, prior to and during surface excavation, to ensure protection of existing hidden underground utility lines. Refer to project plans and specifications for complete details on all work to be performed. Successful bidder shall hold or obtain any and all necessary licenses or permits required to perform this work in the State of Oklahoma. Estimated Price Range: Between $5,000,000 and $10,000,000. Location of the work: Oklahoma City VAMC, 921 NE 13th Street, Oklahoma City, OK Tentative dates: ***All dates are estimates. Actual dates will be listed in the Invitation for Bid. *** Issuance of invitation: on or about August 13, 2014 Organized Site Visit: on or about August 19, 2014 Bid Opening: on or about September 16, 2014 Contract Period of Performance: 300 calendar days after issuance of notice to proceed Plans, drawings, and specifications as applicable will be made available electronically via FedBizOpps at the time the invitation to bid is posted. Award is restricted 100% for Service Disabled Veteran Owned Small Business. Bidders must be registered and certified online with http://www.vip.vetbiz.gov and must be registered at http://www.sam.gov in accordance with 38 CFR Part 74 and VAAR 819.70 to be eligible for award.
