Description
This presolicitation notice is to announce that the U.S. Department of the Interior (DOI), U.S. Geological Survey (USGS) is proposing to negotiate a contract with Intek, Inc., on a sole source basis, for 1) screening of reservoirs that are suitable for C02 enhanced oil recovery (CO2 EOR) production, 2) prediction of potential hydrocarbon recoveries from selected hydrocarbon reservoirs using reservoir type curves, and 3) modification of the USGS comprehensive resource database (CRD) as needed to include new data and any structural changes needed during the course of USGS assessment work. The reasons justifying this lack of competition is based on the following description of specific minimum-need qualifications which will be used to evaluate the service information submitted by firms in response to this notice. The firm must have previous working experience with the proprietary IHS Energy Group U.S. well database, the Nehring Associates, Inc., significant oil and gas fields of the U.S. database, and the USGS CRD. Current working access to these proprietary databases is required. In addition, the firm must maintain its own proprietary database that can be used to estimate missing data in the IHS or Nehring databases. Examples must be provided of prior experience in 1) developing computer routines to combine IHS and Nehring data to form a merged database that can be used to estimate CO2 EOR potential application, and 2) experience in working with reservoir simulators to predict CO2 EOR recovery potential. In order to be responsive to this notice, a firm must provide the appropriate capability statement for consideration by 08/08/2014. Responses that do not comply with these procedures will not be considered. Requests for information and subsequent responses may be emailed or mailed to the point-of-contact specified below. Firms are cautioned that this is not a solicitation. All costs associated with providing information as requested by this Notice shall be the responsibility of the responding firm.
