- THIS IS A REQUEST FOR INFORMATION (RFI) ONLY - The Government is currently conducting market research to gather information and identify potential sources for the requirement identified below. A solicitation is not available at this time, and requests for a solicitation will not receive a response. This notice does not constitute a commitment by the United States Government. NOAA's Acquisition & Grants Office, Western Acquisition Division-Boulder, in support of the Office of Marine and Aviation Operations (OMAO) seeks potential vendors to provide design drawing services for two air conditioners to be installed on NOAA ship the Oscar Elton Sette in accordance with the Statement of Work. Please provide the following information as requested: 1) A statement that you believe that your firm has the capability to meet these requirements and perform these services. The names of two similar projects including, company name, point of contact name, phone number and email address if available. 2) Your firm's DUNS number & CAGE code; 3) Your firm's SBA certified small business concern status. Specifically identify if your firm is a small business, HUBZone-certified, Service Disabled Veteran Owned, Woman Owned or SBA 8(a) program certified; All information received in response to this notice shall be treated as Business Sensitive or confidential to the responder, exempt from public release under the Freedom of Information Act. All information submitted in response to this announcement is voluntary; the United States Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the United States Government. Proprietary information submitted should be marked appropriately. All submitted information shall remain with the U.S. Government and will not be returned. DEPARTMENT OF COMMERCE NATIONAL OCEANIC AND ATMOSPHERIC ADMINISTRATION MARINE OPERATIONS CENTER 2002 SE Marine Science Center Newport, OR 97365 TASK ORDER ASSIGNMENT RECORD Purchase Order NO: MOC DESIRED STARTING DATE: August 11, 2014 COMPLETION DATE: October 1, 2014 to January 1, 2015 depending on deliverable. TITLE: Sette Air Conditioner Installation ABSTRACT OF TASK: 1. SEE ATTACHED FOR DESCRIPTION OF TASK ABSTRACT. 2. Submit deliverables and final technical reports to TPOC, with copies to the COTR. Submit monthly progress reports to the CO, COTR, and TPOC. Include this Purchase Order number on all documents. 3. Technical Point of Contact: Steve Koven Contracting Officer's Representative: Frank Wood 4. Do not exceed the authorized cost without an authorized amendment. 5. If additional information is required to conduct the TOAR, it shall be requested from the COTR or TPOC. TASK ASSIGNMENT RECORD ABSTRACT OF TASK PO Number: TITLE: Sette Air Conditioner Installation A. BACKGROUND Two new Carrier 90RMC050-D-6 Air Conditioning plants have been purchased for the NOAA Ship Oscar Elton Sette. These plants are modular and advertised to fit through a standard marine hatchway. B. INTENT 1 To determine the size of the largest modular part and a way to get it into the Air Conditioning Flat. 2 To create installation drawings showing all foundations, equipment modifications, electrical modifications and piping modifications needed to install the AC Plants. 3 The new AC plants have maximum chilled water flow rates of 120 GPM. The existing pumps are 250 GPM. Examine the air chillers and determine if they will cool the ship with flow rates of 120 GPM. If not, recommend suitable air chillers. C. WORK REQUIREMENTS 1 Conduct ship check as required. 2 Create rip-out drawings for #2 and #3 Air Conditioning plants. These plants will have to be cut in pieces to remove them. Rip-outs shall include the foundations for the existing plants. # 2 plant is the forward plant and #3 plant is the outboard plant. Note #1 plant, inboard Aft, will remain. 3 Determine the largest component of the modular plant. Determine a path into the AC Flat for that component. Determine if it will fit around the corners coming down the ladder way or if it will be necessary to bring it through the Generator Room. Determine what equipments must be removed as interferences to install the new plants. If it is necessary to cut an access between the Generator Room and AC Flat, provide a drawing for that access. Submit a report of the path to the AC Flat and interferences with the Preliminary drawings. 4 Create foundation drawings for the new plants including vibration isolation mounts. 5 Create piping rip-out and installation drawings for the chilled water and sea water system. Include isolation valves and check valves for the chillers. Include mounting the sea water control valves. Include supply isolation and overboard isolation valves for the condenser. Include new chilled water pumps suitable to the maximum flow rate of the new chillers. 6 Create Electrical rip-out and installation drawings. Old controllers are to be removed. Ensure that the new controller doors can open 90 degrees. If not, remotely mount the controllers from the skid to the bulkheads. If remotely mounting, provide drawings of a smaller box to be skid mounted and act as a junction box. 7 If any ventilation modifications are required, create drawings for them. 8 The NOAA Ship Oscar Elton Sette is ABS Classed. If ABS approval is required for any of these drawings, submit them to ABS for approval. 9 Examine the ship's air chillers. Determine if they will cool the ship with the lower rate of flow from the new AC plants. If not, recommend replacement chillers. Bear in mind when offering a replacements that they will have to be able to bear the 250 GPM flow from the remaining #1 plant and the reduced flow from the new #2 and #3 plants. E. DELIVERABLES 1 Preliminary drawings. These will be used to bid out the work. 2 Final drawings. 3 ABS Approval if required. 4 Air Chiller report and recommendations. F. SCHEDULE 1 Preliminary drawings by October 1, 2014. 2 Final Drawings by November 15, 2014. 3 ABS Approved Drawings by January 1, 2015. 4 Air Chiller Report by December 1, 2014. Note: The ship is currently in the Western Pacific. She will return to Honolulu August 24, 2014. She will be in Apra, Guam July 21-26, 2014. The new Air Conditioning plants are currently in the warehouse in Honolulu, Hi. It will be necessary to do part of this task from drawings before the ship-check.
