Description
This acquisition is a firm fixed price procurement for beachfill - initial construction, Great Egg Harbor to Townsends Inlet, Ocean City, Upper Township, Sea Isle City, Cape May County, New Jersey. The purpose of this project is to provide hurricane and storm damage reduction. The project consists of two segments separated by Corson's Inlet: the south end of Ocean City and Ludlam Island (Upper Township and Sea Isle City). The plan for the south end of Ocean City consists of a berm and dune constructed with sand obtained from a borrow area about 2 miles offshore of Corson's Inlet. The dune crest will be at Elevation +12.8 ft NAVD88 (North American Vertical Datum of 1988) with a top width of 25 feet and side slopes of 1V:5H. The berm will extend seaward from the seaward toe of dune for a distance of 100 feet at Elevation +7.0 ft NAVD88. The project extends from 34th Street to 59th Street (with a taper into Corson's Inlet State Park) for a total length of 14,000 feet (2.7 miles). Recent surveys estimate initial construction sand quantity at 1.6M cy, which will be the base contract amount. 3 options of 200,000 cy each will be included should additional quantity be necessary. The plan for Ludlam Island consists of a berm and dune constructed with sand obtained from the same offshore borrow source. The dune crest will be at Elevation +14.8 ft NAVD88 with a top width of 25 feet and side slopes of 1V:5H. The berm will extend seaward from the seaward toe of dune for a distance of 50 feet at Elevation +6.0 ft NAVD88. The project extends from 125 feet north of Seaview Avenue in Strathmere (Upper Township) through Whale Beach to Pleasure Avenue in Sea Isle City, a total length of 6.7 miles. Recent surveys estimate the initial construction sand quantity at 2.6M cy, which will be the base contract amount. The solicitation may contain three options of 200,000 cy each will be included should additional quantity be necessary. Also included in the base contract will be the extension of 2 storm water outfalls. Constructed dunes will be planted with beach grass. Sand fence will be placed at landward and seaward toe of dune where needed. Dune crossovers (pedestrian, vehicular, and ADA compliant) will be constructed with I-5 material and fenced with sand fence, split rail fence, or post and rail fence. In addition to the above-listed dredging and beachfill items, the base contact work will include pre-placement and post-placement condition surveys; environmental modifications and monitoring as needed depending on the season; Munitions and Explosives of Concern (MEC) modifications and monitoring; and structures monitoring. Period of performance for the project is 420 calendar days. The estimated cost range of the project is $25,000,000.00 to $100,000,000.00. The NAICS Code is 237990 and the small business size standard is $36.5 million. Liquidated Damages will be specified. Davis Bacon rates will be applicable to the contract and bonding is required. This procurement is unrestricted. Issue date for the solicitation is on or about August 20, 2014 with bids opening on or about October 3, 2014. Solicitation documents, plans and specifications will only be available via the Federal Business Opportunities (FBO) homepage located at https://www.fbo.gov/. Registration for plans and specifications should be made via the FBO internet homepage. Hard copies will not be available. No written or fax requests will be accepted. It is the contractor's responsibility to monitor FBO for any amendments. Contractors who receive a federal contract of $25,000.00 are required by legislation (FAR 22.1310(b)) to submit an annual VETS-100 Report on your employment of targeted veterans.
