- The Government does not intend to award a contract on the basis of this Request for Information (RFI)/Sources Sought Announcement (SSA), or to otherwise pay for the information requested. This RFI/SSA will not be considered as an invitation for bids, request for quotations, or a Request for Proposal (RFP). This RFI/SSA is being used by the Government as a market research tool to determine potential sources. U.S. Army PdM Radars is seeking sources to provide information that demonstrates their ability to provide SETA support to PdM Radars in the form of Program Management, Project Management Plans and Integration, Engineering, Logistics, Business Management and Operations Support, Fielding Operations Planning, New Equipment Training Planning, De-Fielding Operational Planning, Demilitarization Operational Planning, and Acquisition Management. PdM Radars portfolio of systems consists of the AN/TPQ-53 Radar, Firefinder Family of Radar Systems (AN/TPQ-36/37), the Lightweight Counter-Mortar Radar (LCMR) Family of Radar Systems (AN/TPQ-48/49/50). For a copy of the DRAFT Performance Work Statement and the ESTIMATED Level of Effort, please email the Contract Specialist/Contracting Officer (contact information below). In providing your response to this announcement, please ensure you address all of the following questions as well as provide any additional data/information you feel necessary for the Government to assess your capabilities to provide personnel to support PdM Radars. 1) Company name, cage code, point of contact and point of contact email address. 2) State if your company is interested in participating as a Prime contractor. 3) State whether your company is considered a Large or Small Business. 4) Identify a maximum of three (3) recently awarded Government contracts (within the last two (2) years) in which your company has provided SETA support as a prime contractor. Please include a brief synopsis for each Government contract. If your company has not provided SETA support as a prime contractor, please respond with the support your company has provided as a subcontractor. 5) If your company was awarded this contract, demonstrate how your company would meet the limitations on subcontracting per FAR 52.219-14, Limitations on Subcontracting. 6) Briefly demonstrate your company's ability to staff qualified candidates in each of the functional areas of the PWS and in accordance with the estimated Level of Effort. 7) Identify a preferred contract type that would motivate your company to perform this effort efficiently and effectively. 8) Identify a schedule or amount of calendar days your company would need to fully staff personnel in accordance with the Level of Effort after contract award. 9) Identify any active U.S. Army contract(s) that you are a prime contractor for a multiple award, indefinite delivery indefinite quantity (IDIQ) contract that fits the scope of SETA Support. Additionally, identify any active General Services Administration (GSA) contracts that your company is acting as a prime contractor on a schedule. 10) Identify any and all potential Organizational Conflicts of Interest (OCI's) that your company would need to mitigate if your company was awarded this contract. 11) Identify any areas in the PWS to which your company has comments or questions. Responses to this RFI must be unclassified and should not exceed 10 pages in length. The Government will not reimburse responders to this notice for any costs incurred in responding, or in any subsequent exchange of information. All proprietary and restricted information shall be clearly marked. All interested firms that possess the capabilities herein are encouraged to respond to this notice by providing the information specified herein, on or before 1700 hours on 11 August 2014. Information shall be submitted via email to the Contracting Officer in the form of either Microsoft Word and/or Microsoft Power Point.
