- This is a combined synopsis/solicitation for commercial service prepared in accordance with the format in Subpart 12.6 and under the authority of Subpart 13.5 of the Federal Acquisition Regulation, as supplemented with additional information included in this notice. This announcement constitutes as the only solicitation and quotes are being requested. This solicitation number W9124B-14-T-0001 is being issued as a Request for Proposal RFP. MICC, Contracting Command, Fort Irwin, CA, intends to issue a firm-fixed price award to a responsible offeror who can support this requirement for Musicians. This RFQ is issued as a 100% Small Business set-aside, NAICS 711130. An award of a firm fixed-priced is anticipated with the following language and CLINs and their subsequent SubCLINS being priced. The requirement is to provide qualified and skilled musicians to perform appropriate musical support during the designated and special worship services at Fort Irwin by the Religious Service Program. Worship Services are a Statutory (Title 10) Essential Element of Religion. As a non-personal services contractor, the Musician Coordinator and any staff of the Musician Coordinator are not members of the Chapel or Installation Chaplain's Office Staff. The authority for contracting Musicians is outlined in AR 165-1, Chapter 14. The purpose for contracting Musicians is to support the Religious Support Program by providing professional and technical musical assistance. Contractor must possess the practical knowledge required to play musical instruments as well as the ability to read sheet music; by bringing quality worship services to Soldiers and Family Members in support of their free exercise of religion. The posting date for this Solicitation is July 29, 2014 and the closing date for responses is August 8, 2014. Interested sources are requested to submit proposals no later than 1000 hours on August 8, 2014.
