A draft RFP will be posted shortly. The Government encourages industry participants to submit any questions, comments, or concerns regarding the draft performance specifications via the Q&A form provided in original posting (see attachment to this announcement). The Q&A form should be provided to Mr Paul Giovannoli and Ms. Trisha Fitton. The Army Contracting Command - New Jersey (ACC-NJ) and the Project Manager, Maneuver Ammunition Systems (PM MAS) will be hosting a second Industry Day for the 120mm, Advanced Multi Purpose (AMP) XM1147 High Explosive Multi-Purpose with Tracer (HEMP-T) Cartridge. The Industry Day has been tentatively scheduled for 24 June 2014 at the Hilton Garden Inn located in Rockaway, NJ and will start at 9:00 AM EST, with onsite registration beginning at 8:30 AM EST. The purpose of this Industry Day is to provide information regarding the planned acquisition of Engineering and Manufacturing Development (EMD) Phase I, EMD Phase II and Low Rate Initial Production (LRIP)/Production of the AMP XM1147 HEMP-T cartridges (Distribution Statement D (Authorized to the Department of Defense and DoD contractors only)). Interested participants must provide completed and signed DD 2345 form or export license in order to attend Industry Day. This announcement should not be construed as a Request for Proposal (RFP) or a commitment by the U.S. Government. The U.S. Government does not intend to award a contract on the basis of this Industry Day. Interested participants must pre-register for Industry Day by completing the registration form attached to this announcement. No more than five (5) representatives may attend from each company. This will be strictly enforced. All representatives MUST provide a Government form of photo identification at registration. Please send the completed registration form electronically to both Mr. Paul Giovannoli at paul.giovannoli.civ@mail.mil and Trisha Fitton at trisha.fitton.civ@mail.mil no later than 23 May 2014. Industry Day will be broken down into two (2) parts: (1) General session and (2) One-on-One sessions. The General session will be scheduled for the morning and will cover acquisition strategy and technical requirements. The One-on-One sessions will be conducted in the afternoon. For planning purposes, companies interested in conducting One-on-Ones must notify both Mr. Paul Giovannoli at paul.giovannoli.civ@mail.mil and Trisha Fitton at trisha.fitton.civ@mail.mil no later than 06 June 2014. A more definitive agenda will be posted at a later date. Draft documents to include CLIN Structure, Proposal Instructions, Statement of Objectives (SOO), Evaluation Criteria and Down-Select Proposal Instructions/Evaluation Criteria will be posted prior to the Industry Day with Industry feedback requested at Industry Day. At that time, a draft Performance Specification and Draft Technical Data Package (TDP) will be available upon request for review with a completed and signed DD 2345 form or export license. The draft TDP will be provided in ProE Creo2 format. The Performance Specification (Distribution Statement D) and TDP (Distribution Statement F (Further dissemination only as directed by the Office of the Project Manager, Maneuver Ammunition Systems (OPM-MAS, Picatinny Arsenal, NJ 07806)). Offerors must be registered with the U.S./Canada Joint Certification Office (DD 2345 form) to obtain copies of either document. See www.dlis.dla.mil/jcp/ for instructions and information. Offerors should submit their certification via DD 2345 Form and/or register immediately with POCs listed below. In order to provide any data to foreign subcontractors, offerors must apply for an export license. An offeror's delay in applying for DD 2345 certification or an export license will not be a basis to extend the closing date of any future request for proposal. The Government encourages industry participants to submit any questions, comments, or concerns regarding the draft documents, draft Performance Specification, draft TDP or anything else via the Q&A form provided (see attachment to this announcement). Please note that all questions and answers may be posted publically and information will NOT be treated as proprietary, unless specifically stated otherwise with the appropriate justification provided. Please be aware that keeping good ideas or solutions as proprietary may preclude them from being incorporated into the solicitation. The following are the AMP XM1147 Industry Day Rules of Engagement (ROE): - The Government intends to use this forum to better refine its requirements, not to elicit trade secrets. - Contractor personnel shall be limited to a total of five attendees per participating company. - No sales pitches allowed from industry; no give-aways. - No cameras, tape recorders, or other reproduction devices are allowed. - Restrict comments/questions to the topics listed in this forum. - Contractor personnel must be identified in advance, and only advance substitutions (24-hour in advance notice) will be permitted. Please note: Non U.S. Citizens require special pre-registration approval and will not be able to be substituted. The required paperwork for both U.S. and non U.S. Citizens has been provided as an attachment to this announcement.
