Description
Synopsis Postal Point Dock Construction; Eglin AFB, FL FA2823-14-C-0029 Eglin AFB, FL has a requirement to repair the existing dock at postal point on Eglin AFB, FL. The NAICS code for this requirement is 237990 with the small business size standard of $33.5M. This acquisition is set aside for small business concerns. We will be basing this award on a Lowest-Price-Technically-Acceptable basis. The Government reserves the right to award a contract to other than the lowest proposed price. All responsible sources may submit an offer that shall be considered by the agency. This Requirement is to include the following: Contractor will furnish all labor, equipment, and material to construct and complete in a good, workmanlike, and substantial manner the following work; the contractor will remove and dispose of the existing decking from all the existing docks. The new decking will be 2" by 6" pressure treated and fastened to the joist with 3" stainless steel ring shank nails. The contractor will replace three bad piles including the burnt piling on the 6' wide main walk of the fuel dock. The new piles will be 6" tip 2.5 CCA marine treated. The piles will be set to a minimum embedment of eight foot below grade. The existing ledgers will be fasted to the new piles with existing bolts. Canopy tops will be built over the 12 existing docks 20' by 28' to cover all existing slips of the dock. The contractor will set CCA Marine treated piles to support the new tops. The piles will be set to an approximate embedment of 10' below grades. The tops will be fastened to the piles. This requirement will need the previously stated work on an as required basis. The above general description of work does not in any way limit the responsibility of the contractor to perform all work and furnish all labor, materials, and equipment in accordance with the plans and specifications. The work is located at Eglin AFB, FL Okaloosa and Walton Counties. The estimated magnitude of the construction project to be awarded is between $100,000.00 and $250,000.00. This is a paperless acquisition. Paper copies of the solicitation will not be issued. The Request for Proposal (RFP) will be available on the Federal Government Electronic Posting System FBO.gov on or about 14 Aug 2014. The ESTIMATED PROPOSAL DUE DATE is 11 Sep 2014. No response to this notice is necessary and no Source List will be maintained. All interested contractors are encouraged to register on the Interested Vendors List on the Federal Business Opportunities website. Prospective contractors must be registered in the SAM database at Sam.gov database prior to award of a Government contract. Offerors are further advised that failure to register in the SAM database will render your firm ineligible for award. Registration requires applicants to have a DUNS Number. Recommend registering immediately in order to be eligible for award. A temporary base pass is required for individuals attending the pre-proposal site visit meeting scheduled for 28 Aug 2014, Thursday at 1:00 p.m. (CST). An affidavit form and memorandum will be emailed to each interested offeror desiring to attend the site visit meeting. The affidavit and memorandum must be provided to the Point of Contact at least a week in advance to allow processing time prior to the site visit to obtain the required criminal background clearance, prior to issuance of a temporary base badge. This will be a Non-appropriated funds contract and it does not obligate appropriated funds of the United States Government. Non-appropriated funds are generated by the military community programs. It does not involve federal tax dollars. The Government will not pay for any materials provided in response to the notice and submittals will not be returned to the sender.
