- Draft Statement of Work The Government does not intend to award a contract on the basis of this sources sought notice or to otherwise pay for the information solicited. Your response to this Request for Information will be treated as information only. It shall not be used as a proposal. This request is issued for the purpose of exchanging information to improve the understanding of industry capabilities, thereby allowing potential offerors to judge whether or how they can satisfy the Government's requirements, and enhance the Government's ability to obtain services, at reasonable cost and price, and increase efficiency in proposal preparation, proposal evaluation, negotiation, and contract award. The Coastal Services Center of the National Ocean Service and the National Oceanic and Atmospheric Administration (NOAA) in Charleston, SC, is conducting market research in an effort to identify all potential industry sources with the capabilities to provide technical support to plan and coordinate capacity-building activities at selected Caribbean marine protected area (MPA) sites to improve areas of management capacity. The North American Industry Classification System (NAICS) code for this requirement 541611. This synopsis will be used solely for market research and does not constitute a solicitation. PROGRAM DESCRIPTION The priority international goal of the NOAA Coral Reef Conservation Program (CRCP), as outlined in its 2009 International Strategy, is to "work with regional initiatives to build marine protected area (MPA) networks and strengthen local management capacity to improve and maintain resilience of coral reef ecosystems and the human communities that depend on them." CRCP emphasizes working with regionally based social networks of MPA practitioners to develop capacity assessments as a precursor for implementing comprehensive long-term MPA capacity building programs. In the Caribbean region, CRCP seeks to promote social networks of MPA practitioners to share information and build MPA management capacity. To help achieve its goals, CRCP prepared the report, "A Management Capacity Assessment of Selected Coral Reef Marine Protected Areas in the Caribbean" (http://campam.gcfi.org/CapAssess/CaMPAMCapacityAssessment2011.pdf) (MPA Assessment), to identify priority MPA management capacity needs of selected MPA sites. The MPA Assessment systematically evaluates a range of management capacity measures on a three-tiered scale. It was conducted via interviews with resource management personnel at 27 Caribbean MPAs. The findings of the assessment now inform CRCP's capacity building actions in the region. This requires technical support from a contractor to plan and coordinate capacity-building activities at selected Caribbean MPA sites to improve areas of management capacity described in the MPA Assessment, including but not limited to: Management Planning; Ecological Network Development; Governance; On-Site Management; Enforcement; Biophysical Monitoring; Socioeconomic Monitoring; MPA Effectiveness Evaluation and Adaptive Management; Stakeholder Engagement; Financing; Outreach and Education; Conflict Resolution Mechanisms; Resilience to Climate Change; Alternative Livelihoods; Fisheries Management; Integrated Coastal Management; Sustainable Tourism; Organizational Management; and Partnerships/Coordination. Capacity building activities will focus on the following 27 coral reef MPA sites that participated in the Caribbean MPA Assessment: Bahamas: Andros Barrier Reef National Park, Pelican Cay Land and Sea Park, South Berry Islands Marine Reserve Belize: Port Honduras Marine Reserve, Half Moon Caye and Blue Hole Natural Monuments, South Water Caye Marine Reserve British Virgin Islands: Hans Creek Fisheries Protected Area, Horseshoe Reef Fisheries Protected Area, Wreck of the Rhone Marine Park Dutch Caribbean (Saba and St Eustatius): Saba Marine Park, St Eustatius National Marine Park Grenada: Molinière/Beauséjour Marine Protected Area, Sandy Island - Oyster Bed Marine Protected Area Honduras: Monumento Natural Marino Archipiélago Cayos Cochinos, Zona de Protección Especial Marina Sandy Bay - West End, Zona de Protección Especial Marina Turtle Harbour - Rock Harbour Mexico: Parque Nacional Arrecife Alacranes, Parque Nacional Arrecifes de Xcalak, Parque Marino Nacional Costa Occidental de Isla Mujeres, Punta Cancún y Punta Nizuc St. Lucia: Pitons Management Area, Point Sable Environmental Protection Area, Soufriere Marine Managed Area St. Vincent and the Grenadines:South Coast Marine Conservation Area, Tobago Cays Marine Park Turks and Caicos Islands: Columbus Landfall National Park, Princess Alexandra Land and Sea National Park, West Caicos Marine National Park The Contractor shall: Kick off meeting and work plan: Schedule and participate in a kick-off conference call with the task lead and a small coordination group (3-6 people) to discuss the overall project, the timeline and proposed approach. After the meeting, submit a draft work plan for the series of capacity-building activities that will address regional and site-specific management needs identified in the MPA Assessment, timelines for each task and establishment of roles for the coordination group and other partners. Following receipt of NOAA CRCP comments, prepare a final work plan. Regularly scheduled calls: Participate in regularly scheduled calls with the task lead and the coordination group, as determined at the kick-off meeting, to provide updates on on-going tasks and discuss any outstanding issues or concerns. Provide meeting minutes that identify actions items to the planning committee within two days following each meeting. Capacity-building activities: Work with the task lead and coordination team to identify, plan and coordinate capacity-building activities tailored to address priority regional and site-specific management needs as identified in the MPA Assessment. Capacity-building activities will include but are not limited to: a. Peer-to-peer (P2P) learning exchange: Work with the task lead and coordination team to plan and coordinate a regional peer-to-peer (P2P) learning exchange to pair management personnel from mentor MPA sites (sites identified in the MPA Assessment as having high capacity in a particular management capacity area) with personnel from sites that were identified as having limited capacity in that management capacity area, to explore strategies to build capacity and identify the specific needs of the limited capacity sites in developing and implementing those strategies. For the P2P Exchange, the Contractor shall: i.In consultation with the task leader and coordination committee, prepare a list of participants, including members of the MPA network and, if needed, experts on the MPA management capacity areas covered in the exchange ii. Identify, secure and pay for the meeting venue iii. Prepare invitations to participants, track RSVPs, and prepare a participants list. iv. Prepare a meeting agenda and other materials as needed v. Coordinate the travel and participation of all participants, excluding NOAA officials vi. Facilitate the exchange and record discussions, recommendations and follow up action items. vii. Arrange and pay for travel of participants (approved by the task lead), excluding NOAA officials. viii. Produce a written summary report following the activity and submit to the task lead and coordination team b. Follow-up projects: Work with the task lead and coordination team to identify, plan and coordinate a series of follow-up projects to address specific management needs and implement lessons learned from previous P2P exchanges. Follow-up activities will be held on-site at the participating MPA with expert and/or peer assistance as appropriate, and will address but not be limited to financing, enforcement, management planning, biophysical and socio-economic monitoring, and/or coral reef disturbance response planning, depending on the participating MPA site's needs. The Contractor will: i.Develop a list of follow-up management capacity activities for consideration and selection by the task lead and coordination team ii. Prepare a list of participants for each follow up activity, including members of the MPA network and MPA management experts, if needed iii. Identify, secure and pay for meeting venues if needed iv. Prepare invitations to participants, track RSVPs, and prepare a participants list. v. Prepare meeting agendas and other materials, if needed vi. Coordinate the travel and participation of all participants, excluding NOAA officials vii. Prepare and print materials as needed for each activity viii. Arrange and pay for travel of participants to each activity(approved by the task lead), excluding NOAA officials ix. Produce written summary reports following each activity and submit to the task lead and coordination team c. MPA management capacity coordination and support: Work with the staff of the national MPA agencies, NGOs, community-based organizations and other MPA practitioners that support the 27 MPAs in the network to identify and implement responses that address sites-specific needs and gaps in management capacity as identified in the MPA Assessment. These may include but not be limited to: i. Facilitating exchanges with experts and organizations to share best management practices and provide advice and support for MPA management capacity-building projects. ii. Identifying collaborative opportunities to work with and receive technical assistance from regional and global agencies. iii. Identifying opportunities for funding and assistance and assisting network members in grant writing. iv. Facilitating regular communications on progress and news in relation to capacity building with Caribbean MPAs and maintaining a website summarizing ongoing management capacity activities. Final report: Prepare an end of year written report with recommendations on next steps to continue building MPA management capacity within and beyond the MPA network. RESPONSE INSTRUCTIONS The interested Contractor response should include the following in their response: • Capability statement (core competencies and other relevant information); • Company size status (small business concern per 13 CFR, educational institution, federal, local or state entity, commercial entity, nonprofit organization, etc.); • Relevant past performance. Relevant past performance is performance under contracts or efforts (within recent years) that is of the same or similar scope, magnitude, and complexity to that which is described in this Request for Information. Include a list of current or previous contracts performed within the recent past that are of a similar nature to this request and include: contract number, name and address of the Government agency or commercial entity, description of work and services provided, point of contact with current phone number and e-mail address, date of contract award, period of performance, initial and current contract value, and the extent of subcontracting.
