- Description
- The Naval Surface Warfare Center Panama City Division (NSWC PCD) intends to issue a sole source follow-on indefinite delivery - indefinite quantity (IDIQ) type contract to Northrop Grumman Corporation, 895 Oceanic Drive, Annapolis, MD 21409-6107. This will allow for depot level repair, maintenance, related engineering services, change kits, and integrated logistics support documentation for the AN/AQS-14A Sonar Detecting Set, AQS-24 Mine Hunting System, ALQ-141 Acoustic Minehunting/Minesweeping System, CP-2614/T CPMA, USM-668 ILTE and the Modified USM-668A ILTE, and Swivel Slip-Ring Assembly. This procurement is sole source for the following reasons. Northrop Grumman Corporation is the designer, sole producer and original equipment manufacturer (OEM) of the AN/AQS-14A Sonar Detecting Set, the AN/AQS-24A Mine Detecting Set, the AN/ALQ-141 Countermeasures Set, (and their related subsystems) since 1979. The USM-668 ILTE was designed, produced and manufactured by Northrop Grumman Corporation for the use to troubleshoot and test the AN/AQS-24A Mine Detecting Set and AN/AQS-14A Sonar Detecting Set. The CP-2641/T CPMA was designed, produced and manufactured by Northrop Grumman Corporation for reviewing post mission sonar and laser data analysis functions from the AN/AQS-24A Mine Detecting Set and AN/AQS-14A Sonar Detecting Set. Given the complexity of the systems and the level of system knowledge required to successfully conduct depot level maintenance, Northrop Grumman is the only source possessing the expertise, internal technical data, equipment, and experienced personnel necessary to complete the required repair, maintenance, related engineering services, change kits, and integrated logistics support required. The RFP number is N61331-14-R-0002. The NAICS code is 334511 with a small business size standard of 750 employees and the FSC code is 5845. It is anticipated that the resultant contract will be a cost plus fixed fee indefinite delivery indefinite quantity contract. Delivery will be to the Naval Support Activity Panama City, Receiving Officer Building 100, 101 Vernon Avenue, Panama City, FL 32407-7001. Delivery terms for this requirement are FOB Destination. In order to be eligible for award firms must be registered in the System for Award Management (SAM). Vendors may obtain information on registration in the SAM by calling 1-866-606-8220, or via the Internet at http://www.sam.gov. Please note that defense payment office may not make payment unless the contractor is established to receive electronic funds transfer (EFT). EFT payments are based on the contractor's EFT information contained in the CCR database. The NSWCPC has implemented Electronic Commerce (EC) in the acquisition area.
