- Description
- The Department of Health and Human Services, Assistant Secretary for Preparedness and Response (ASPR), Office of Acquisition Management Contracts and Grants (AMCG) intends to negotiate with Thermo Electron North America LLC, 1400 North point Pkwy, Suite 50, West Palm Beach, FL 33407-1976 to purchase one Mass Spectrometer model Q Exactive Plus Standard MS system with ancillary software, training, protein mode, and enhanced resolution. It is the intent of HHS to purchase the Spectrometer using Thermo Electron North America's GSA Schedule GS-24F-0026L and posting a limited source justification citing brand name only in accordance with the requirements of FAR 8.405-6. Because all ancillary equipment needed to support the Mass Spectrometer are not found on Thermo Electron's GSA Schedule, HHS is posting this intent as required by FAR 5.203 (b). The value of the ancillary items are under the simplified acquisition threshold; however because they are valued over $25,000, this notice is being published. The brand name justification is based on the following government requirements: 1. Ultra high mass resolution, up to 280,000 FWHM at m/z 200. 2. Benchtop form factor will fit on a standard 36 inch laboratory bench. 3. Mass measurement accuracy of less than 5 ppm without the use of an internal calibrant/lockmass compound. 4. Thermo Fisher Scientific TM Xcalibur TM software offering seamless data analysis, data integration, and instrument control for the entire family of Thermo Fisher Scientific mass spectrometers and related instruments and a wide variety of third party vendors HPLC systems. 5. Sensitivity 500 fg buspirone in full scan at S/N 100:1. 6. CDC/NCEH/Division of Laboratory Sciences currently has 11 Thermo Fisher Scientific mass spectrometer and staff are well-trained and experienced operating both these vendor specific instrument and proprietary software packages that control the Thermo Fisher Scientific mass spectrometer. 7. Existing maintenance support contract for Thermo Fisher Scientific mass spectrometer trained on-site service and support available in the CDC/NCEH laboratory. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES. Responsible interested parties may submit information if they believe that they can provide the equipment referenced above. Interested parties must provide convincing documentation that shows that they are authorized to provide equal equipment that meets the requirements stated above. Government reserves the right to process the procurement on a sole source basis based upon the responses received.
