- Please note that this is not a request for quotes or proposals; the Government is seeking information for market research purposes only. Your responses to the information requested will assist the Government in determining the appropriate acquisition method. A solicitation is currently not available. The Government may or may not issue solicitation documents. The National Cemetery Administration is planning a solicitation to Qualified GSA FSS Contractors for Re-grade and re-store pond shoreline, install geotextile fabric and stone bedding with larger riprap for erosion control, and replant shoreline at Sacramento Valley National Cemetery located in Dixon, CA. Please email me a capability statement of your GSA Company. Thank you GENERAL SCOPE OF WORK: The Contractor shall furnish all labor, materials, equipment, and services to perform construction work for repair and restoration of Irrigation Pond at Sacramento Valley National Cemetery (SVNC), located in Dixon, CA. Contractor shall perform construct in accordance with the VA Construction requirements, Federal, California and Local Codes requirements. Unless otherwise noted, all materials shall be new. Prior to installation, Contractor shall submit to the COR/MSN V Office, for approval (assume 2 week turnaround, typical), the manufacturer's literature and specifications on all the materials being installed. The Contractor shall perform all work included in this statement of work including ancillary items: Item 1: Irrigation Pond Repair 1.Work includes all materials, equipment, labor, and supervision to prepare the site and install erosion control riprap system on the pond shoreline as follows: a.Contractor shall coordinate with the COR to determine location for temporary access road to the pond site, storage and equipment placement, etc. Contractor shall restore all areas affected by the temporary access to the site. b.The entire length of the pond shore has become eroded and needs repair. Contractor shall repair, add erosion control and restore the entire pond shoreline. Estimated pond shoreline length is 1600 linear feet. c.Care shall be taken to preserve existing landscape plantings and irrigation systems that surround the pond site. Plantings that have been lost due to erosion of the bank shall be replaced by the Contractor as part of this contract. See attached Landscape Drawings from the drawing list for Landscape Details. d.The Contractor shall replace or repair the irrigation system as necessary to restore it to the as-built conditions on the drawings. At the present time, a number of irrigation lines are in the pond and not on land due to effects of erosion. Contractor shall field investigate and identify on his proposal all the irrigation circuits being replaced. e.Contractor shall coordinate with the COR to reduce water level in the pond for this construction activity. The Cemetery shall lower the pond water through irrigation of the cemetery turf. Irrigation of the cemetery is of vital importance and must continue throughout construction. f.Contractor shall re-grade the shoreline to restore the original contours of the pond which are shown on the plans to have a 2:1 slope. Care shall be taken not to damage existing pond infrastructure such as drainage outfalls, overflow stand pipe and the irrigation intake piping. Contractor is responsible for locating all such infrastructure prior to the start of construction. Any damage to the pond infrastructure shall be repaired by the Contractor. g.Contractor shall install a geotextile fabric burying the edges of the geotextile 6" deep and securing the fabric with staples every 12" on center. Contractor shall overlap fabric seams per manufacturer's recommendation. Contractor shall cover geotextile material with stone riprap and gravel bedding to a depth of 12 inches thickness. Riprap stone shall be 4-8 inches in diameter. The Contractor shall extend the band of riprap 12 inches vertically above the high water level in the pond and riprap shall have a minimum width of 7 feet. Contractor shall trench at base of riprap layer to a depth equal to the maximum riprap stone size. h.Prior to the start of construction, the Contractor shall submit to the COR for approval samples and cut sheets of the geotextile and stone for this project. Manufacturer's installation instructions for the geotextile product shall also be submitted. i.See attached sketch for a typical erosion control installation. NOTE: ALL DIMENSIONS AND AREAS ARE DEEMED RELIABLE, BUT NOT GUARANTEED. General Notes 1.Prior to submission of any bid, the Contractor shall perform a thorough field survey of the existing site conditions and features. Verify at project site the exact size, clearances of all existing services being relocated, extended, connected to or removed. Any site conditions which may cause significant deviation from the site plan shall be brought to the attention of the Contracting Officer or his/her Representative (COR) for clarification prior to submission of the bid. Verify dimensions of all existing installed equipment to insure proper coordination with construction. Contractor shall bear all costs for relocation of existing utilities from failure to advise of conflict in writing prior to submission of any bid, and/or from failure to properly coordinate installations of system. 2.All utilities required for the continuous operation of all existing facilities must be maintained in service at all times except as required for new system connection. Contractor shall submit for approval to the COR any utility shutdowns in order to coordination the shutdown period with Cemetery operations. 3.The Contractor shall coordinate and resolve all details of the shutdown for the specific utilities to be shut down. Contractor shall then submit a request to the Cemetery Director/COR for acceptance, 2 weeks in advance of proposed shutdown. When option exists, implement options to minimize interruption of service to the facilities. 4.Contractor shall coordinate with the Cemetery Director/COR to locate the construction fencing, temporary portable potties, material storage containers, etc. Public access to the National Cemetery shall not be impaired. 5. The Contractor shall maintain all areas under construction in a clean, safe manner, in accordance with applicable laws and codes. Guard all hazards in accordance with the safety provisions of the latest manual of accident prevention published by the Associated General Contractors of America and OSHA. Contractor shall fence the construction area as necessary to prevent public access to the work site. Contractor shall coordinate with the COR to establish the site fencing limits. 6. The Contractor shall guarantee that all work done under this contract will be free from faulty materials or workmanship and hereby agrees to repair or replace without cost to the VA and to his/her satisfaction all defects or imperfection appearing in said work for a period of one year after the date of final acceptance by the VA of all work done under this contract. 7. Matters related to safety, and any actions of the Contractor, shall meet all safety requirements of Sacramento Valley National Cemetery Safety Officer, Department of Veterans Affairs, OSHA, and the State. It is incumbent upon the Contractor to be familiar with these requirements. "Safety" shall also include the Contractor having a safety representative who maintains regular and routine contact with the Safety Officer at SVNC. Contractor shall provide training of the contractor's and subcontractor's workers as to meet these requirements with written training documentation submitted to the COR. 8. The Contractor shall repair or replace all items and areas that were disturbed or damaged during construction to the condition the items or areas were in when the contractor started construction. The existing site conditions will be determined via a joint site visit, documented by both the Contractor and Government; prior to the Contractor mobilizing to the area and again after the Contractor has demobilized. 9. Completion Time: Ninety (90) calendar days from date of issuance of Notice to Proceed (NTP). ----END---
