Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. 1. DESCRIPTION: U.S. Army Garrison-Kwajalein Atoll (USAG-KA), requires 150' Service Platform Lifts. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This notice and the incorporated provisions and clauses are those in effect through the Federal Acquisition Circular (FAC) 2005-76, effective 25 July 2014. All future information about this acquisition including solicitation amendments will be distributed solely through the Federal Business Opportunities (FEDBIZOPS) website at https://www.fbo.gov. Interested parties are responsible for monitoring this site to ensure that they have the most up-to-date information about this acquisition. The solicitation (hereafter referred to as Request for Quote) number is W9113M-14-R-0016 and shall be referenced on all proposals. 2. The North American Industry Classification System (NAICS) code is 333924 - Industrial Truck, Tractor, Trailer, and Stacker Machinery Manufacturing. Offerors must be registered in the System for Award Management (SAM) at: https://www.sam.gov, in order to be considered for award. 3. Description of Requirement: The purpose of this requirement is to procure a 150' non-truck mounted servicing platform for the US Army Garrison-Kwajalein Atoll (USAG-KA). The contractor is responsible for custom clearance, value added tax (vat) if applicable, and any other associated taxes and fees that are relevant to satisfaction of this task order. Items are to include shipping and handling, travel, and training. All interested vendors must include the provision of all equipment as listed below. Non truck mounted, Servicing Platform (150 Foot), 2 each 1.Shall have a platform height of 150-160 Feet 2.Shall have a horizontal reach of 80-90 Feet 3.Shall have a 360 degree continuous swing 4.Shall have a platform capacity of 1000-1500lbs 5.Platform shall rotate 180 degrees 6.Shall have an export diesel engine 7.Shall be 4WD 8.Grade ability shall be 40-50% 9.Cab steer ratio shall be 1:1 10.Shall have foam filled tires 11.All solenoids and control boxes shall be sealed water tight 12.Shall be pre-treated for high salt environments including undercoating 13.Shall provide parts and service manuals 14.Shall provide a recommended parts stock list 15.Shall provide quote mark on site quote mark operator and maintenance training (Kwajalein Island) 16.Shall provide shipment to final destination (Kwajalein Island) 17.Shall be a new/current model year with 20hrs or less (operating hours) 18.Shall provide standard commercial warranty. The government cannot provide specific direction on makes/models as there is more than one manufacturer for these lifts. Anything more specific would be considered quote mark government direction quote mark and is not allowed for commercial purchases. Request notification to Mr. Young and Mr. Flinn when delivery will be made so appropriate preparations can be made Inspection and acceptance will take place at the aforementioned address. 5. The Government contemplates an award of a Firm Fixed Price Contract resulting from this solicitation. Award will made to the responsive, responsible offeror whose quote conforms to this combined synopsis/solicitation and is the lowest priced technically acceptable. The Government reserves the right to award without discussions; therefore, it is critical that each quote be fully responsive. However, the Contracting Officer also reserves the right to conduct discussions, if later determined to be necessary. Award of this contract is anticipated on or about 26 September 2014. All work performed under this contract shall be unclassified. A firm fixed price contract will be made awarded to the responsive, responsible offeror whose quote conforms to this 6.
