Description
In accordance with the Federal Aviation Administration (FAA) Acquisition Management System (AMS) paragraph 3.2.2.4, the purpose of this announcement is to inform industry of the basis for the FAA's decision to contract with Rosenbauer Minnesota, LLC, of Wyoming, MN, via single source procedures. This procurement is in support of the FAA ™s Airport Safety Research and Development Section ™s Aircraft Rescue and Firefighting (ARFF) Research Program. The award will be for the procurement of a Class 5 ARFF vehicle with a high reach extendible turret with firefighting system equipment, performance specifications, and capabilities that are not necessarily within the current FAA AC 150/5220-10E and NFPA 414 standards. The ARFF vehicle ™s chassis and vehicle operational performance will to comply with all FAA and NFPA standards. The FAA can only accept a vehicle from an Original Equipment Manufacturer (OEM) that has manufactured and delivered Class 4 and 5 ARFF vehicles to airports with CAFS as the primary discharge of extinguishing agents for testing and research. The FAA cannot accept a prototype vehicle, because the time and funding does not exist to move a prototype into the productions stage, nor is that the FAA ™s goal. A market survey (#16578) was conducted from June 2, 2014 to June 24, 2014, on the FAA Contracting Opportunities website, of ARFF vehicle original equipment manufacturers (OEM) which have the current capability to provide a vehicle that has been vetted, tested and approved in meeting FAA research objectives for CAFS testing and evaluation. Only one acceptable submission was received, and it is therefore believed no other source is capable of meeting this critical requirement. Rosenbauer ™s experience and history manufacturing ARFF vehciles with CAFS as a primary discharge makes them uniquely qualified to meet the FAA ™s requirement. Accordingly, a competitive solicitation is not available for this procurement. The FAA is not seeking or accepting unsolicited proposals. The FAA is not liable for any costs associated with the preparing of a response to this announcement.
